Duties Description This position will require the successful candidate to draft policy decisions and contribute extensively to the analysis (and coordination of analysis of policy ideas and reports in consideration of overall priorities and budget). The incumbent will manage the Bureaus in the Division and may be the leader of cross-functional teams and handle new or highly visible initiatives. Leads Division projects and directing staff assigned to these projects to resolve issues, provide feedback and ensure project timelines are met. Provides strategic direction for projects by developing short and long-term project goals. The incumbent will be responsible for implementation and oversight of various fiscal, personnel, policy and procedures, communication systems, internal controls and administrative functions. Responds to executive correspondence and coordinates the Division's FOIL responses. The incumbent will consistently refer for enforcement those health care entities that fail to comply with the provisions outlined in law and regulation while keeping DOH leadership informed about issues that may arise.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG27, and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: At least 3 years in a high-profile, multi-pronged program with multiple staff reports, in addition to familiarity with the Centers for Medicare and Medicaid Services regulatory requirements. The ideal candidate will also be familiar with State laws and regulations related to hospitals and/or have experience improving regulatory compliance. It is preferred the candidate have a proven track record of implementing a program with audit and quality control processes, is proficient with report generation intended for agency executives and interested internal and external stakeholders and has experience working with external stakeholders including employee unions, hospitals, and groups that represent hospitals or other health care providers. The candidate should also have experience assembling and managing successful teams, have excellent verbal and written communication skills, and have the ability to compile, analyze, and summarize information from multiple data sources under strict deadlines.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
