Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on agency priorities.
Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; allocating and monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.
Under the direction of the Chief Budgeting Analyst, the Associate Budgeting Analyst will:
· Prepare and support the development cash management reporting and analysis.
· Prepare spending plans for 100% State Funded Services.
· Evaluate the necessary resources to implement new programs and services
· Provide current and out year fiscal projections of 100% State Funded programs and services.
· Assist in the development, presentation, and implementation of the agency's budget request.
· Assist with cash management activities in SFS.
· Review and respond to requests for information from the Division of Budget (DOB), agency leadership, and other agency units.
· Supervise and train up to one (1) Senior Budgeting Analyst or equivalent.
· Assist with special assignments as needed.

Minimum Qualifications Promotion: One year of permanent service as a Senior Budgeting Analyst and reachable on the Civil Service eligible list.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
· Strong managerial skills;
· Strong analytical, communication and presentation skills;
· Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
· Ability to gather, organize, and present pertinent data to leadership in a succinct manner; and
· Ability to prepare and evaluate expenditure and other financial reports.
Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
