Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking candidates to fill an Information Technology Specialist 2 (Programming) position within the Microsoft 365 unit on the Shared Platform Services Team. Reporting to an Information Technology Specialist 3, the incumbent will provide technical support, programming, automation, and administration services for Microsoft Teams Phone, Microsoft Teams, Microsoft 365, and related enterprise systems. The incumbent will assist with the development and implementation of technical solutions, perform technical analysis and troubleshooting, and participate in technology projects supporting agency operations. Duties include, but are not limited to, the following:
• Administer, configure, and support the Microsoft Teams Phone environment, including provisioning, modifying, and deprovisioning users, phone numbers, voice routing, calling policies, voicemail, auto attendants, call queues, resource accounts, devices, and licensing assignments;
• Administer Microsoft Teams meetings, messaging, calling, applications, policies, governance controls, and configuration settings;
• Develop, maintain, and modify PowerShell scripts, automation solutions, and related tools to streamline administration, reporting, monitoring, and operational processes within Microsoft 365 environments; design, develop, test, and implement programmatic solutions to support business and operational requirements;
• Monitor service health, usage reports, system alerts, and call-quality data; analyze issues and perform troubleshooting related to Microsoft Teams Phone, Microsoft Teams, user access, client configuration, devices, policy assignments, and service availability;
• Participate in Teams Phone and Teams deployments, upgrades, migrations, testing activities, and feature implementations; assist with requirements analysis, technical design, implementation, validation, and post-deployment support activities;
• Perform operational administration for designated Mainframe services, including provisioning, modifying, and deprovisioning user accounts; troubleshoot authentication and access issues; and coordinate resolutions with appropriate technical teams in accordance with approved requests and established procedures;
• Develop and maintain technical documentation, procedures, support guides, knowledge articles, and operational standards for assigned services and applications;
• Manage and document incidents, requests, operational tasks, and project activities through the JIRA service desk and related tracking systems, ensuring work is accurately prioritized, updated, and completed in accordance with established procedures and service expectations;
• Collaborate with networking, security, help desk, desktop support, telecommunications providers, vendors, and business units to support service delivery, technology initiatives, and operational improvements;
• Assist with evaluating, testing, and implementing new Microsoft 365 features, applications, integrations, and service enhancements; and
• Perform other duties as assigned.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either a bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR a bachelor's or higher-level degree in any field AND one year of experience in information technology; Or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR two years of experience in information technology.

Promotion: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 (Programming).

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Information Technology Services 2 (Prog): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $85,138 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
