Duties Description The Information Systems Auditor 2 (ISA 2) will work for the Office of Health Insurance Programs in the Division of Operations and Systems, within the Bureau of New York State of Health, Operations unit. The ISA 2 will report directly to the Manager of Information Technology Services 2 (MITS2) and will perform or assist in performing technical and support functions/activities related to the overall system of the New York State of Health (NYSOH) program. The incumbent will manage a dedicated team and will provide oversight of the system integrators technical staff to ensure best practices are being followed in the areas of application development and systems software, assess the impact of software and application changes to performance of the NYSOH application and review any system software changes required by Change Requests (CR) or version upgrades to ensure the integrity of the NYSOH application.

Specific duties include, but are not limited to:
Oversee and support systems audits and develop data extracts from the NYSOH technical systems to support audit initiatives.
Monitor analysis activities related to audits and evaluate potential vulnerabilities to ensure compliance with security, regulatory, and compliance requirements.
Monitoring the day-to-day performance of the NYSOH technical systems in accordance with the contract and the service level agreements (SLA).
Oversight of system integrators technical staff to ensure best practices are being followed in the areas of application development and systems software.
Reviewing any system software changes required by Change Requests (CR) or version upgrades to ensure the integrity of the NYSOH application.
Assessing the impact of software and application changes to performance of the NYSOH application.
Developing standard reports to monitor the performance of the NYSOH system and application software.
Developing performance metrics that measure contractor’s system and application activities and performance.
Management and oversight of system integrator’s technical project plans for operating system and other enterprise system software upgrades.
Management and oversight of system integrator’s technical project plans for the maintenance and implementation of core infrastructure, including storage area network (SAN) infrastructure, backup/recovery infrastructure, and virtual server infrastructure.
Management and oversight of system integrator’s network architecture documentation
Perform the full range of supervisory duties.

Minimum Qualifications Bachelor’s degree and five years of IT auditing experience*; or an associate's degree and seven years of IT auditing experience*.

*IT auditing experience must have been gained in any one or combination of the following: an information system or audit professional with responsibility for designing, developing, and evaluating mainframe and server-based audit systems; an information system or audit professional with responsibility for designing and programming tests to perform audits of physical and logical access controls of mainframe and server-based systems; an information system or audit professional with responsibility for data extraction, manipulation and analysis using information from diverse sources, including preparation and presentation of written reports of findings suitable for non-technical audience; and an information system or audit professional with responsibility for supporting an audit group, including developing and maintaining audit systems and identifying and providing data in support of audit activity.

Preferred Qualifications: Demonstrated experience in managing vendors and implementing software and application changes to ensure compliance with Service Level Agreements (SLAs)
Demonstrated experience in developing and analyzing comprehensive designs for information systems, including the functional specifications that outline the business rules and processing.
Bachelor’s degree in computer science or related field
Excellent verbal and written communication skills
