Duties Description This position in the Bureau of Design and Construction supervises staff who develop project estimates, drawings and specifications for site work, boat launches, bridges, water/sanitary and fire towers. It provides support during project design, bid and award phases through construction completion.
The position updates the Bureau Chief on the progress of assignments, monitors design and construction progress and manages associated payments, coordinates staff assignments, monitors workflow, and provides training to staff as required.
Expertise in site design, foundation design, construction bid set preparation and review, DEC stormwater compliance, Civil 3D, and the Army Corps of Engineers is preferred.
Minimum Qualifications Minimum qualifications for provisional appointment: You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil) and a New York State Professional Engineer's License with current registration.
Reassignment: Currently in the title and an employee of DEC.
Reinstatement Eligible: Previously held the title on a permanent competitive basis.
Transfer Eligible: one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
lf no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualifications for non-competitive promotion are: You must be a qualified employee of the New York State and have had one year of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil) and a New York State Professional Engineer's License with current registration.
Additional Comments The starting salary for this position is $118,708 This amount is comprised of the base salary of 111,708 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $144,590. This amount is comprised of the base salary of $137,590 with an additional geographic pay differential of $7,000, specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
