Duties Description The Analytics and Research Unit Analyst (Data Analyst 1) performs professional data analysis and supports division-wide analytics and applied research for the Division of State Emergency Medical Services. The position extracts, aggregates, links, validates, models, and analyzes structured and unstructured data from across current and future Division programs, systems, records, surveys, operational activities, and data exchanges, together with approved external sources relevant to emergency medical services, trauma, healthcare delivery, public health, emergency management, and Division administration. The position develops analysis-ready datasets and produces reports, dashboards, maps, visualizations, and written findings used to support program management, regulatory oversight, policy development, clinical and operational improvement, resource planning, emergency operations, public reporting, and other Division priorities.

Under the general supervision of the Analytics and Research Unit Manager, the position works with program subject-matter experts, data stewards, system owners, and technical staff to define analytical questions, data requirements, measures, and technical specifications; performs assigned analyses using established tools and methods; identifies trends, patterns, anomalies, disparities, correlations, and possible root causes; documents analytical methods and limitations; and communicates findings to technical and nontechnical audiences. The position coordinates assigned analytical projects and collaborates with higher-level staff on complex data models, research activities, and business intelligence solutions.

The position works with large and varied datasets collected for clinical, regulatory, operational, administrative, financial, emergency management, research, and other purposes. Source data may differ in structure, definitions, coding conventions, identifiers, reporting periods, geographic units, completeness, timeliness, and level of sensitivity. Assignments range from recurring analyses performed according to established specifications to ad hoc analyses requiring the position to integrate multiple sources, select appropriate established methods, reconcile inconsistent information, evaluate data fitness, and distinguish data-quality problems from actual programmatic or operational variation. The position applies judgment when selecting records, fields, filters, calculations, comparison groups, visualizations, and explanatory language and must document assumptions, exclusions, transformations, validation steps, and limitations.

The position independently completes assigned professional analytical activities within established objectives, priorities, methods, and approval requirements and collaborates with the Unit Manager or other higher-level staff on novel methodologies, advanced models, disputed interpretations, complex cross-program analyses, and products with significant policy, regulatory, operational, legal, or public impact.

Major Functions and Associated Duties:

Data Acquisition, Integration, Modeling, and Quality Assurance – 30%
Works with the Unit Manager, program subject-matter experts, data stewards, system owners, and technical staff to translate approved analytical questions into data elements, definitions, measures, inclusion and exclusion criteria, and extraction specifications; Extracts and aggregates structured and unstructured data from across current and future Division programs, systems, databases, records, documents, surveys, operational activities, and data exchanges and from approved external sources; Develops and refines assigned data models, tables, views, queries, and analysis-ready files in support of defined analytical use cases; Links records from multiple sources using approved identifiers, reference tables, geographic relationships, and matching methods; Standardizes coding conventions, organizational identifiers, date and time fields, geographic units, classifications, and other data elements needed to support consistent analysis; Performs completeness, validity, consistency, uniqueness, timeliness, conformity, and plausibility checks against established definitions, business rules, reporting standards, control totals, and known cases; Identifies missing, duplicate, inconsistent, delayed, or anomalous records and traces potential causes through source data, transformation logic, and consultation with program and technical staff; Distinguishes potential data defects from legitimate clinical, regulatory, administrative, or operational variation; Documents data-quality findings; Maintains data dictionaries, field definitions, source mappings, query logic, transformation rules, quality-assurance results, assumptions, limitations, and version histories so assigned analyses can be reproduced and reviewed; Applies approved access restrictions, aggregation, de-identification, suppression, and secure-handling requirements when preparing analytical datasets.

Data Analysis, Trend Identification, and Applied Research Support – 30%
Performs recurring and ad hoc analyses using descriptive statistics, frequencies, rates, ratios, distributions, cross-tabulations, comparisons, time trends, geographic analysis, and other approved analytical techniques; Analyzes information from across Division functions and approved external sources to identify trends, patterns, anomalies, disparities, correlations, clusters, service gaps, and possible root causes relevant to emergency medical services, trauma, healthcare delivery, public health, emergency management, regulatory oversight, workforce development, resource use, and Division administration; Evaluates measures concerning practitioners, patients, clinical care, service availability, system performance, licensing, credentialing, education, compliance, complaints, investigations, incidents, healthcare impacts, resource requests, patient movement, personnel and asset readiness, deployments, logistics, expenditures, and other established or emerging Division priorities without limiting analysis to existing systems or programs; Establishes analytical populations, comparison periods, variables, categories, numerators, denominators, and geographic groupings in accordance with approved definitions and methods; Conducts exploratory analyses to determine whether available data support a proposed question and identifies additional information, validation, or subject-matter review needed before conclusions are drawn; Supports higher-level staff in developing, testing, validating, and refining more complex statistical, predictive, text-analytic, or machine-learning models; Compares results with historical patterns, independent calculations, known cases, and expected operational conditions to verify accuracy and identify unexplained variation; Documents assumptions, exclusions, methodological choices, data limitations, and alternative explanations affecting interpretation; Distinguishes observed associations from causal conclusions and avoids interpretations not supported by the data or approved analytical method; Refers significant, unexpected, or policy-sensitive findings to the Unit Manager for additional review and direction; Supports approved research, evaluation, or data-sharing activities by preparing analytical files, performing assigned analyses, and documenting methods and results.

Business Intelligence, Reporting, and Data Visualization – 25%
Collaborates with the Unit Manager, program staff, and technical partners to develop business intelligence solutions that convert complex data into accessible and actionable information; Drafts technical requirements, data definitions, calculation specifications, report logic, and acceptance criteria for dashboards, maps, recurring reports, and other analytical products; Develops assigned queries, tables, reports, visualizations, maps, and dashboard components using approved analytical and business intelligence tools; Defines and calculates approved measures, indicators, benchmarks and rates, and applies consistent labels, filters, geographic views and reporting periods; Produces recurring and on-demand analytical products for Division leadership, program managers, Department staff, advisory bodies, partner organizations, emergency operations, and other approved audiences; Tests report and dashboard outputs against source records, independent calculations, business requirements and historical results; Conducts user-acceptance and quality-assurance testing and documents defects, discrepancies, and corrective actions; Maintains approved technical documentation; Summarizes analytical findings in written reports and presentations with tables, figures, maps, and explanatory narratives for technical and nontechnical audiences; Presents assigned findings and responds to questions concerning data definitions, calculations, methods, and limitations; Prepares validated data extracts and analytical responses; Applies approved disclosure controls, aggregation, suppression, and contextual language before information is released; Obtains user feedback and recommends improvements to the accuracy, clarity, usability, accessibility, and analytical value of existing or planned products.

Analytical Project Coordination, Data Standards, and Program Support – 15%
Coordinates assigned analytical projects from intake through completion by clarifying the analytical question, intended use, audience, scope, required data, deliverables, and expected completion date; Develops and maintains project work plans, task lists, documentation, and status updates for assigned work; Schedules and facilitates consultations with program subject-matter experts, data stewards, and other participants needed to complete assigned analyses; Tracks data dependencies, validation activities, reviews, and deliverables and advises the Unit Manager of delays, unresolved issues, scope changes, or risks; Coordinates analytical definitions, methods, documentation, and deliverables with other Unit staff and participating programs to promote consistency and avoid duplicative work; Suggests improvements on data quality, consistency, usability, and analytical value; Drafts analytical data requirements, field definitions, validation criteria, and reporting specifications for system modernization and data-collection initiatives; Participates in testing new data fields, interfaces, reports, system releases, and data exchanges to determine whether resulting information supports defined analytical needs; Contributes to Division data-governance, data-quality, standardization, performance-measurement, and information-management activities; Provides technical assistance to program staff concerning data definitions, measure interpretation, appropriate use of reports and dashboards, analytical limitations, and procedures for requesting analytical work; Develops reference materials, presentations, and training activities that strengthen data literacy and promote consistent use of Division information; Participates in internal and external workgroups and meetings related to data analytics, research, reporting, and performance improvement; During emergencies, disasters, planned events, or expanded operational activations, prepares assigned maps, trend summaries, data extracts, dashboards, and other time-sensitive decision-support products using established methods and approved information sources; Maintains reusable queries, templates, and procedures needed to support analysis; Performs assigned post-incident and after-action analyses to identify workload patterns, data gaps, resource use, mission results, and opportunities for operational improvement.

Minimum Qualifications Non Competitive Candidates: Four years of experience* in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications:(Certifications / Licenses): Coursework, formal training, or certification in data analytics, statistics, data science, data visualization, business intelligence, geographic information systems, database management, public health informatics, epidemiology, research methods, program evaluation, data governance, or a related field is preferred; Training involving National Emergency Medical Services Information System data, trauma registry data, healthcare data privacy and security, text analytics, or public-sector data management is desirable.

(Experience): At least one year of experience using one or more query, statistical, scripting, business intelligence, data visualization, or geographic information system tools to extract, clean, aggregate, link, validate, analyze, or visualize data; Experience working with large or complex structured or unstructured datasets from multiple sources; Experience developing analytical datasets, reports, dashboards, scorecards, maps, visualizations, or written analytical products; Experience translating business, programmatic, clinical, regulatory, or operational questions into data definitions, technical requirements, measures, and analytical tasks; Experience documenting data lineage, transformations, calculations, methods, validation results, and analytical limitations; Experience with healthcare, public health, emergency medical services, trauma, licensing, credentialing, regulatory, emergency management, public safety, workforce, financial, or administrative data is preferred.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
