Duties Description Under the direction of the Regional Construction Engineer, the candidate will perform para-professional duties and technical tasks for the Regional Construction Office to include Civil Rights Compliance. The Program Aide will assist professional staff with program activities at a para-professional level that includes, but is not limited to:
• Assist the Regional Compliance Specialist (CS1) with civil rights assurance by maintaining spreadsheets, preparing subcontractor-approval packets, performing payroll audits, printing monthly reports, vetting documents submitted, organizing documentation submitted from contractors for CS1 review, and other assignments as deemed appropriate.
• Attend training and meetings as required.
• Process access requests for the Department’s Civil Rights Reporting Software for Construction employees and consultants.
• Provide assistance to Contractors with the Department’s Civil Rights Reporting Software; serving in a help desk capacity.
• Provide back-up coverage for Executive phone as requested.
• Assist the Regional Construction Office’s Program Aide with processing CSMIN requests; assist with hiring/promotions; help with new employee orientations; SFS purchasing/reconciling, and travel expense processing; tracking state/rental vehicle mileage and employee assignments, EIC Upgrades, employee training, safety gear inventory, Construction car maintenance, and Safety Footwear Reimbursement.
• Generate and maintain reports, spreadsheets, and databases in support of budgeting, personnel, project assignments and other activities within the Construction Office.
• Provide support to Construction staff and other Program Areas as requested.
Other assignments as deemed necessary by the Regional Construction Engineer.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
