Duties Description The selected candidate will serve as the Transit Operations Unit Supervisor within the newly established Strategy & Operations Section of the New York State Department of Transportation’s (NYSDOT) Public Transportation Bureau (PTB). The position will report to the Strategy & Operations Section Head.
PTB administers State and Federal transit aid programs, coordinates statewide transit initiatives, works with federal, state, regional, and local transportation partners, and manages third-party transit service contracts on behalf of New York State.
The Transit Operations Unit Supervisor will oversee transit operations and contracted services, with an emphasis on contractor management, service performance, program oversight, and coordination with internal and external partners. The position will also support the Strategy & Operations Section Head and PTB Director on high-profile transit initiatives. Regular travel between NYSDOT Main Office and the Hudson Valley will be required to monitor operations, meet with transit providers and stakeholders, and conduct field observations.
Current contract services include Hudson Link in Rockland and Westchester Counties and the Newburgh-Beacon Bridge Shuttle in Orange and Dutchess Counties, as well as intercity bus services. Additional services will be included as the Transit Operations Unit expands.
1. Supervision of Transit Service Operations
• Monitor contractor performance against contractual requirements, State goals, and established Key Performance Indicators, including on-time performance, ridership, service reliability, customer experience, maintenance, and safety;
• Review required operational, financial, customer service, performance and additional reports. Highlight positive trends, identify opportunities, and report risks, deficiencies, and other issues requiring management attention;
• Analyze operational and performance data and prepare concise reports and recommendations for PTB management and executive staff;
• Conduct periodic field observations of transit services to verify service delivery, driver performance, vehicle and facility conditions, cleanliness, technology functionality, and issues identified through customer complaints;
• Periodically review customer-facing websites; mobile applications, phone systems, help desks, and social media to identify service-related issues and confirm corrective actions have been completed;
• Review contractor invoices and payment requests for consistency with contract requirements, documented performance, and approved scopes of work. Recommend incentive payments or liquidated damages when appropriate. Approve payments once all required documentation and forms are provided and correct;
• Coordinate with other NYSDOT offices to address operational, safety, fleet, technology, communications, and compliance issues affecting contracted transit services.
2. Project and Service Planning
• Serve as PTB’s transit operations subject matter expert for service planning, restructuring, new initiatives, and operational improvements related to Transit Operations Unit contracts and projects;
• Evaluate proposed service changes using ridership data, surveys, field observations, customer feedback, and firsthand reviews of routes and operating conditions;
• Provide recommendations to PTB management regarding routing, schedules, service levels, operating practices, and other potential improvements;
• Participate in major Hudson Valley and West of Hudson initiatives, including the West Of Hudson Study, Ulster County to NYC Commuter Service, Route 17 to I-86 service planning, the Intercity Bus Study, and other related projects;
• Review consultant and stakeholder recommendations to ensure assumptions, data, and proposed operating concepts accurately reflect transit operations and customer needs;
3. Stakeholder Coordination
• Develop and maintain relationships with internal stakeholders including Region 8 staff, PTB System Specialists, and other NYS Departments;
• Maintain working relationships with counties, municipalities, roadway and facility owners, other transit providers, Metropolitan Planning Organizations, and community and regional stakeholders;
• Coordinate operational issues involving construction, detours, bus stops, facilities, traffic conditions, service disruptions, special events, and proposed service changes;
• Monitor relevant local and regional developments that may affect transit operations and advise PTB management of emerging issues or opportunities;
4. Program Development and Administration
• Assist in developing and maintaining procedures, guidance, manuals, reporting systems, and other tools needed to support consistent oversight of transit operations;
• Support the continued development of the Transit Operations Unit as PTB assumes responsibility for additional contracted transit services or operational initiatives;
5. General PTB Responsibilities
• Attend conferences such as NYPTA, APTA, and similar professional events as appropriate;
• Participate in webinars, training, and professional development related to transit operations, program changes, regulations, and industry practices.;
• Perform other related duties and assignments in support of PTB and the Strategy & Operations Section.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
