Duties Description An Associate Director HR 2 (Institution) serves as a key member of a facility's management team in formulating the overall personnel, labor relations, and staff development policy and is responsible for implementing such policy and directing all activities in these functional areas. In this capacity, an incumbent provides policy direction to subordinates working in each of the functional areas of responsibility to ensure the agency recruits, develops, and maintains a competent workforce of adequate size to achieve its goals and objectives.
Minimum Qualifications Open to qualified employees of New York State:
Candidates must be reachable for appointment from the current Civil Service eligible list for the title;
OR
Transfer Opportunity – Candidates must have permanent status as a Treatment Team Leader Mental Health M-1 and be eligible for lateral transfer; OR be eligible to transfer via Sections 70.1 or 52.6 of the Civil Service Law. To be eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law, candidates must have one year of permanent competitive service in a title approved for transfer by the Department of Civil Service within two salary grades or one M-grade of the M-1 level.
Employees appointed to a non-competitive position via the NY HELPS program to a qualifying title in the non-competitive class will have their names restricted from appointment from the eligible list until their position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.
If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the one year time in title required for appointment from the eligible list.

In the event there is no viable Civil Service list, a provisional appointment may be made. You must be a qualified employee of the New York State Office of Mental Health and have had one (1) year permanent competitive or 55-b/55-c service in one of the titles listed below:
The promotion field for the Associate Director Human Resources 2 (Institution) position consists of candidates who have one year of permanent service as Associate Director Human Resources 1 (Institution) or Director, Institution Human Resources Management 1, Associate Director of Human Resources 1 or Assistant Director of Personnel B, Human Resources Specialist 3 (Labor Relations) or Agency Labor Relations Representative 2, Human Resources Specialist 2 or Associate Personnel Administrator, or Human Resources Specialist 2 (Labor Relations) or Agency Labor Relations Representative 1.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Associate Director Human Resources 2 at Manhattan Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

This position is eligible for a Downstate Adjustment of $4,000.
