Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive service as a Secretary 2 OR one year of permanent competitive service in a title SG-13 or above deemed eligible for transfer under the provisions of Section 70.1 of the Civil Service Law; candidates must also be able to pass a typing proficiency exam OR be reachable on the Secretary 2 eligible list.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill a Secretary 2 position in the Office of Special Education (OSE). The Office of Special Education provides assistance to parents, advocacy groups, and schools related to services and programs for students with disabilities. Under the direction of the Assistant Commissioner, the incumbent of this position will perform a variety of duties including establishing office procedures, designing and maintaining office filing systems, resolving day-to-day operational challenges, coordinating flow of information and acting as liaison to staff. Other duties of this position include, but are not limited to, the following:

• Maintain calendars, schedule meetings, conferences, conference calls and videoconference meetings;
• Assemble and coordinate background materials for meetings and conferences;
• Coordinate travel arrangements;
• Utilize Microsoft Word, Excel, Power Point to review documents for completeness, format letters and other forms of communication and track deadlines;
• Manage highly confidential material for the Assistant Commissioner;
• Open, review, sort and distribute mail in accordance with staff assignments;
• Review incoming correspondence and reports to determine their significance; gather background information;
• Prepare responses to correspondence and prepare charts, reports and forms;
• Answer telephone and respond to questions or refer complex issues to appropriate staff;
• Transmit instructions from Assistant Commissioner to staff and monitor staff assignments;
• Track and manage routine business transactions such as time and accrual records, time off requests, purchase orders, etc.; and
• Interact in person, and by telephone, with agency and interagency staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $55,522 based on annual performance advances.
