Duties Description Under the supervision of the Procurement Manager, the ADFA 1 will be responsible for supporting the Bureau of Contracts' Grant Section and assisting the Grants Section Lead. The position will: provide day to day supervisory staff support for multiple G23 individuals; perform and oversee the review of Grant procurements (i.e. Request for Applications, Grant Award Packages, Contract Reporter Exemption Requests, etc); perform and oversee the full contract process including Vendor Responsibility (VRP), Pre-qualification, and contract processing transactions; process Freedom of Information Law (FOIL) requests;; provide procurement staff training and develop/edit related Job Aids; provide assistance and training to DOH program staff; monitor Bureau Mail Accounts and triage questions from programs or other bureau staff,; perform all aspects of Department reporting functions; represent the Bureau in communications with the Office of the State Comptroller (OSC), Office of the Attorney General (OAG) and the Statewide Financial System (SFS) and perform other appropriate related duties as assigned.
Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as an Assistant Director of Financial Administration 1, Grade 25,
Permanent Transfer Candidates:
Current NYS employee with one year of permanent or contingent permanent competitive service in a title eligible for transfer to Assistant Director of Financial Administration 1, Grade 25, under Section 70.1 or 52.6 of the Civil Service Law.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Preferred Qualifications: Knowledge: NYS procurement guidelines, DOH policy and procedures, MWBE programs, Division of Budget guidelines and State Finance Law. Skillset: Proficiency in the use of Microsoft Teams, Word, Excel, SharePoint and PowerPoint. Ability to work well with a team and manage multiple competing priorities is required. Strong written and verbal communication skills. Experience: Project Management, Procurements, Account Payable and Budgeting. Use of the Statewide Financial System (SFS)
