Minimum Qualifications A Bachelors or higher level degree and eight years of progressively more responsible management experience, at least five years of which must be in a field related to environmental conservation or protection or natural resources. This experience must include responsibility for implementation of program goals and objectives within established budgets, and supervision or coordination of staff to achieve specific objectives.
Preferred Qualifications:
In addition to the minimum qualifications above, the preferred qualifications include substantial experience in environmental regulation, compliance or law; experience in the field of solid waste management and recycling; technical or scientific education, training, experience or aptitude; demonstrable achievement in the management of programs; and the ability to successfully motivate staff and to collaborate successfully with supervisors and with those in comparable positions both inside and outside the organization.
Duties Description The incumbent will serve as the Director of the Division of Materials Management and is responsible for management of the Divisions programs including activities to minimize waste and maximize the use of recyclable materials, regulatory programs to ensure that solid waste management facilities within the State are operated properly, and programs to ensure the safe and appropriate management of pesticides and protection from exposure to them. The Director advises the Deputy Commissioner of Environmental Remediation and Materials Management and the Commissioner of the Department of Environmental Conservation on the formulation of policy relative to the Departments responsibilities for statewide management of the Division’s programs. He or she participates in formulating new legislation and regulations in the above-mentioned areas and takes appropriate action to secure compliance with existing law and regulations. The Director supervises the activities of the Bureaus within the Division and of staff in the nine regional programs working on matters relating to the above-mentioned areas. He or she coordinates with and, when appropriate, participates in the activities of the state, interstate, and federal agencies and the compacts, commissions and boards concerned with matters addressed by the Divisions programs. The Director performs all other executive functions required for the effective management and administration of the Divisions programs including budgeting and planning, program evaluation, performance evaluations, and reporting.
