Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Data Analyst 3 in the Technology Bureau. Duties include, but are not limited to, the following:

• Works with cross-functional teams to support and deliver complex analytical projects, develop data-driven solutions, and solve business problems;
• Oversees the development of informational materials, technical documentation, data definitions, and supporting documentation related to analytics solutions;
• Provides data solutions, tools, and capabilities that enable self-service analytics frameworks and empower data consumers to access and utilize trusted data;
• Develops and implements methods, standards, and procedures to produce accurate, consistent, and efficient data analysis;
• Cleans, transforms, integrates, and manages large datasets from multiple sources while ensuring data accuracy, integrity, completeness, and reliability;
• Supervises, mentors, and provides technical guidance and direction to a team of Data Analysts;
• Reviews data sources and evaluate datasets prepared by staff to ensure accuracy, completeness, consistency, and alignment with business requirements;
• Partners with the Data Warehouse team to define and validate source-to-target data mappings, transformation rules, and business requirements to ensure reporting solutions meet customer needs;
• Develops and implements data migration strategies, including source-to-target mapping, data transformation, validation, reconciliation, quality assurance, and post-migration verification;
• Works with the Data Architect to develop data strategies, architectural direction, and analytical capabilities aligned with the division’s strategic plan and enterprise data objectives;
• Collaborates with the Data Governance team, Data Stewards, Data Owners, and business partners to promote trusted data and maintain accuracy, consistency, standardization, and appropriate use of enterprise datasets;
• Supports data governance initiatives by contributing to data definitions, metadata, data lineage, data quality standards, and data stewardship practices;
• Evaluates existing data processes and recommend improvements to enhance data quality, accessibility, efficiency, and reliability;
• Travel may be required up to 10%; and
• Other duties as assigned

Minimum Qualifications Appointment Method:

Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.

Non-Competitive: Nine years of experience in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Salary: The starting salary for this position is $111,708 with periodic increases up to $137,590.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,150 annual downstate adjustment.
