BASIC FUNCTION:
Reporting to the AVP, Broadband Deployment, ConnectALL Deployment Manager is responsible for coordinating and managing contractor resources to build and activate the Excelsior Broadband Network (EBN), a new state-of-the-art fiber network that will connect public broadband assets across the state. They will be the primary logistical coordinator, directing contractor activity for fiber deployment and will serve as the primary resource for granting contractor access to regeneration facilities. Successful candidates must demonstrate the ability to anticipate and resolve challenges in the field, coordinate with contractors, ensure compliance with collocation access policies, and maintain strict project timelines on a high visibility infrastructure deployment project.

WORK PERFORMED:
• Schedule, manage, and drive multiple vendors to achieve on schedule installation and delivery of fiber infrastructure across the state.
• Physically facilitate access for installation vendors, technicians, and contractors entering and exiting collocation facilities across the state, specifically along the NYS Thruway.
• Coordinate with collocation providers and state partner agencies including the New York State Thruway to secure and maintain necessary access credentials and safety briefings.
• Plan and sequence required fiber installation and associated site visit schedules across NYS Thruway regeneration locations to maximize vendor efficiency and minimize network deployment and/or operations delays.
• Ensure collocation facilities remain secure before, during, and after vendor operations, verifying that all physical security protocols and environmental controls are operational.
• Monitor contractor activities during fiber pulling, equipment installations, asset provisioning, and repairs to ensure compliance with timeline commitments and safety standards.
• Confirm vendor hand-offs, document field conditions, and coordinate internal field inspection and remediation by contractors.
• Anticipate, identify, and escalate any field risks, scheduling conflicts, or site access barriers to ConnectALL leadership to develop immediate contingency plans.
• Maintain precise logs of site visits, vendor access times, and as-built changes utilizing centralized project tracking systems.

Minimum Qualifications Education Level Required: Bachelor’s degree preferred.
Relevant experience required:
• Minimum 4-5 years of professional experience with outside plant fiber installation, coordinating field operations, logistics, or vendor management within utility rights-of-way, transit corridors, and data center/POP collocation infrastructure.

Knowledge required:
• Ability and willingness to travel throughout NY state, especially to POP locations along the New York State Thruway corridor to fulfill field coordination and facility escort responsibilities; must have driver’s license (mileage will be reimbursed based on agency-standard rates)
• General knowledge of interconnection facility locations, POPs and data centers throughout NY State.
• Strong communication, organization, conflict-resolution, and time-management skills
• Ability to handle shifting field schedules, work independently, and ensure senior staff receive succinct and routine project updates.
• Strong knowledge of broadband infrastructure deployment, including middle-mile fiber network, conduit systems, fiber management, collocation facilities and associated access protocols.
• Familiarity with State agency permitting, county and local municipality coordination, and NYS Thruway Authority safety and access rules.
• Experience working with digital project management tools, asset tracking applications, and/or GIS tracking software.
