Duties Description The New York State Education Department’s (NYSED) Performance Improvement and Management Services is seeking candidates for an Auditor 2, SG-23 position in the Office of Audit Services (OAS). This Office OAS provides audit and related financial and oversight services designed to enhance accountability, strengthen internal controls, promote compliance, and support the effective administration of educational programs and public resources. The incumbent will work under the supervision of an Auditor 3 and perform audit, financial review, compliance monitoring, and related assignments in accordance with applicable professional standards and OAS policies and procedures.
Duties of this position include, but are not limited to, the following:
• Plan, conduct, and oversee assigned audits, reviews, and related activities in accordance with applicable professional standards, laws, regulations, policies, and procedures;
• Develop audit objectives, scope, methodology, work plans, and procedures, and identify financial, operational, compliance, and internal control risks;
• Conduct and supervise audit fieldwork, including interviews, data analysis, testing, and examination of financial records, supporting documentation, policies, procedures, and internal controls;
• Assign and supervise the work of audit staff, trainees, and student interns; review workpapers and other documentation for accuracy, completeness, and compliance with applicable requirements; and provide appropriate guidance and training;
• Develop audit findings and recommendations and prepare reports, memoranda, correspondence, and other written products for supervisory review;
• Communicate with Department staff, educational entities, governmental organizations, and other stakeholders to obtain information, discuss audit matters, and facilitate completion of assigned responsibilities;
• Assist with OAS financial review, compliance monitoring, internal control certification, audit follow-up, and other related oversight responsibilities, as assigned; and
• Perform other duties as assigned.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title 21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have at least ONE year of service at the full performance level in the following titles:
• Auditor 1, Senior Auditor OR Auditor 1 (Abandoned Property), Auditor 1 (Municipal), Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Examiner Municipal Affairs, State Program Examiner 1 (Fiscal), Auditor 1 (Fiscal Systems)**, Auditor 1 (Insurance Premium)**, Auditor 1 (Tax)**, Data Processing Fiscal Systems Auditor 1**, Financial Analyst 1**, Financial Analyst 1 (Workers' Compensation)**, Financial Services Examiner 1**, Insurance Examiner**, Internal Auditor 1, Management Specialist 1, Senior Health Care Fiscal Analyst**, Senior Internal Auditor**, State Program Examiner 1**, and Tax Auditor 1**.

Provisional candidates must take the examination for Auditor 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for this title when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 10% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $114,585 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
