Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3, Grade 25, in the Division of Community Program Policy & Management, Bureau of Housing Development & Support. The Housing Bureau’s Capital Management Unit, for which this Mental Health Program Specialist 3 is the supervisor, administers capital appropriations for all of OMH’s community programs. In addition to housing, this includes capital initiatives for Crisis Residences, Crisis Stabilization Centers, children’s clinics, Inpatient, CPEP and Residential Treatment Facilities. In FY27, the unit is managing $72 million in new capital appropriations and almost $1.8 billion in reappropriations.

Under the general direction of the Mental Health Program Specialist 4, the Mental Health Program Specialist 3 will have statewide responsibility in managing, coordinating and overseeing the community capital program, including supervising the nine staff assigned to the unit. The incumbent is responsible for making independent decisions concerning complex programmatic and operational development issues.

Specific duties include, but are not limited to, the following:
• Supervise the various capital project activities. Such activities include but are not limited to the preparation of Project Justification Form applications, the preparation of Division of Budget submissions for approval of capital financing, oversight of the site selection process to conform with the “Site Selection Law”, oversight of construction projects and the approval of payments throughout the life of the project, the coordination of certification approval, and the coordination of project operating funding.
• Provide technical direction to Field Office Staff on Community Capital Initiatives
• Supervise project management of new residential development, renovation and/or relocation/redesign of existing residential programs.
• Provide oversight of staff administering capital projects for residential and other community programs.
• Supervise staff & participate in RFP reviews in collaboration with other Bureau Field Offices, finance, etc.
• Represent OMH in internal & external housing-related meetings and inter-agency workgroups as assigned.
• Develop strategies for new housing funding models.
• Provide direction to voluntary agencies concerning OMH’s Community Capital Program
• Provide input into the annual budget development process for the housing program.
• Oversee the implementation of, and compliance with, new legislative mandates and initiatives.
• Other duties as assigned.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
