Duties Description Provide supervisory and administrative leadership to the Regional Operations program. The incumbent would be responsible for directing and overseeing personnel activities for permanent and seasonal hires, procurement of various types of equipment and supplies, and oversight of various operating budgets for construction projects and building maintenance in support of Region 1 Headquarters, Mid-Island Maintenance Center, Division of Marine Resources, and other state-owned property within the Region. Tasks include developing regional work plans and budgets; directing department construction resources; directing the regional automotive equipment program including coordinating purchases of new vehicles and equipment; directing building management services; establishing adequate fiscal controls and monitoring expenditures; directing regional operations resources in response to emergency situations; consult with regional director and other program supervisors to ensure efficient delivery of services; consult with central office engineering staff on construction matters in the region; ensure program activities are compliant with state and federal requirements; and prepare, coordinate, and manage various contracts.
Minimum Qualifications Minimum Qualifications for Provisional Appointment
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as a Conservation Operations Supervisor 3.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and:
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualifications for non-competitive promotion are: Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as a Conservation Operations Supervisor 3.
Additional Comments Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.

Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
