Duties Description The duties of this position within the Business Innovation Bureau will include but are not limited to the following:
Business Application Support and ITSM Coordination
• Review and evaluate IT service management (ITSM) requests to determine appropriate business approvals, validate request information, and ensure alignment with established agency procedures.
• Serve as a liaison between agency business users and ITS to coordinate the resolution and escalation of service requests.
• Analyze user requests to identify appropriate ticket classifications, clarify business needs, and facilitate timely resolution.
• Develop and maintain user guidance and procedural documentation to support consistent ITSM request submission and processing.
• Identify opportunities to improve ticket workflows, user communications, and service request processes.
Reservations and Point-of-Sale Systems Support
• Provide ongoing business application support for the Aspira point-of-sale and reservation systems and ForeUp golf point-of-sale system, including analysis and troubleshooting of system functionality, peripheral devices, and user-reported issues.
• Serve as a liaison between business users and technical support teams to identify operational needs, troubleshoot application issues, and coordinate resolution.
• Coordinate the submission and tracking of ITSM requests on behalf of users who do not have direct access to the ticketing system.
• Provide functional guidance and user support to facilitate effective use of each system.
• Monitor and evaluate requests received through the Parks Aspira shared mailbox to identify recurring issues, coordinate resolution, and communicate with stakeholders.
• Serve as the agency point of contact for the Aspira help desk, coordinating user inquiries, analyzing and documenting system issues, and facilitating resolution with ITS and other technical support teams.
• Develop and maintain user guidance and support documentation to promote consistent system operations, as applicable.
• Onsite hardware support, testing and troubleshooting as required.
Technology Procurement and Business Process Coordination
• Coordinate and support the standardization of Plan-to-Procure (PTP) processes by working with agency facilities, bureaus, and Finance to ensure consistent submission and processing of procurement requests.
• Review and track incoming procurement requests to identify missing information, facilitate necessary approvals, and monitor requests through completion.
• Coordinate procurement activities for standard networking equipment (racks and cabinets) and supplies (network cable and accessories) associated with agency connectivity initiatives.
• Maintain procurement tracking information and communicate request status, outstanding actions, and potential issues to appropriate stakeholders.

Business Systems Analyst Trainee 1, SG-14
Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Business Systems Analyst Trainee 2, SG-16:

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Business Services Analyst 1, SG-18; if you have less than one year, you must be reachable on the current Public Administration Transition Program or Professional Careers Opportunities eligible list for this location, if one exists.
52.6 or 70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 16 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Business Systems Analyst Trainee 1, Business Systems Analyst Trainee 2, or the Business Systems Analyst 1 titles. Included below is a breakdown of the salary at each level of the traineeship:
• Business Systems Analyst Trainee 1, SG-14: $56,183 - $71,719
• Business Systems Analyst Trainee 2, SG-16: $62,694 - $79,795
• Business Systems Analyst 1, SG-18: $69,964 - $88,970
