Duties Description Business Systems Analyst 4

Essential Functions:

Responsible for performing and directing business systems analysis associated with various systems modernization processes, programs, and business functions.
Activities include overseeing and facilitating communications with both internal and external customers; requirements gathering and review, planning and management; solution assessment and validation; and testing and implementation.

Duties include:

• Overseeing and managing project teams consisting of project analysts and testing support staff.
• Acting as a liaison between business stakeholders, testing staff, IT staff, and internal and external customers.
• Eliciting business requirements and rules from subject matter experts and stakeholders.
• Assisting with the creation, validation and maintenance of process documentation, business rules, and additional specifications (including flow charts, process models and technical specifications).
• Reviewing processes for performance issues, downtime, and inefficiencies.
• Analyzing root cause, proposing changes, soliciting input, and prioritizing goals to identify and implement improvement opportunities and enhancements.
• Monitoring and reporting project progress and status.
• Assisting in the development and monitoring of test plans. Evaluating test results for consistency with business and system requirements.
• Identifying, documenting, evaluating and escalating issues and risks in a timely manner to management, including potential options for solution/resolution.
• Ensuring stakeholders are aware of policy and procedural modifications associated with process changes.
• Evaluating solution design and performance against business goals and objectives.
• Demonstrating strong, professional, respectful communication skills, both verbally and in writing.
• Ability to analyze complex situations and provide appropriate, logical solution
• Adhere to the time and attendance policies of the Department.

Minimum Qualifications The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.

Additional Comments The position will oversee the Correspondence Modernization team as it transitions from modernization activities to ongoing system maintenance and support; a Workflow/Work Management team responsible for partnering with ITS and stakeholders throughout the Department to convert existing processes to the new workflow framework; and an Events Management/Case Contact team responsible for modernizing existing legacy functionality and transitioning it to the eMPIRE framework.
