Minimum Qualifications Must be permanent in New York State service as a Clerk 2, Calculations Clerk 2, or other competitive class title which has been determined to be appropriate for a Section 70.1 transfer to a Clerk 2; Excellent writing, interpersonal, organizational, and customer service skills; Able to work alone and as part of a team; Familiarity with the PSTP Program preferred.
Duties Description Under the general supervision of the Public Service Training Program (PSTP) Team Leader, the Office Assistant 2 will be responsible for customer service and secondary review of the online and paper application process. The incumbent will have a substantial understanding of the PSTP Reimbursement Program Guidelines and utilize them to answer questions and assist PEF-represented employees who have questions or experience difficulties with the application process. They will also use their knowledge of the guidelines to perform secondary reviews of online and paper reimbursement applications. Duties include but are not limited to: PSTP Hotline and PSTP Training Mailbox - Serve as a resource and contact for applicants seeking technical assistance; Resolve applicant problems and requests for information; Respond to messages left on the PSTP voice mail; Respond to email inquiries to the PSTP Training Mailbox; Respond professionally and courteously when interacting with the public and co-workers; Respond in a timely manner to all inquiries; Assist team leaders and team members in dealing with complex issues. Secondary Review of Online and Paper Applications - Serve as secondary reviewer for reimbursement program applications to ensure accuracy and correct support documentation; Review applications to ensure there is no duplication of payments; Manage applications within the online system; Determine eligibility and timeliness within program guidelines; Deny applications that do not meet guidelines and explain the decision to applicants. Perform Routine Record Keeping for the PSTP Reimbursement Program - Scan, duplicate and save documents electronically and in hard copy; Ensure files are accurately and properly filed electronically and in hard copy; Display confidentiality when dealing with all aspects of the program including participant information and records. Online Application System Support - Assist staff by answering questions regarding applications and computer system functions; Make suggestions for improvements to online system; Perform system testing.
