Duties Description Reporting to the Director of Labor Relations, the Human Resources Specialist 2 (Labor Relations) will perform the following duties:
• Interpreting the terms of negotiated agreements, agency policies, attendance rules, and Civil Service Law, and making recommendations to managers and supervisors regarding appropriate next steps.
• Conducting fact finding activities for potential disciplinary cases and employee grievances.
• Conducting research on appropriate disciplinary resolutions and impacts.
• Drafting disciplinary charges, conducting agency level hearings, monitoring the timely processing of grievances, and writing agency level decisions.
• Providing expert advice and assistance to program managers and supervisors in disciplinary matters.
• Running and analyzing reports related to time and attendance issues, summarizing findings, and making recommendations.
• Mediating disputes and attempting to resolve at the lowest-level possible.
• Compiling information for reporting requirements.
• Preparing correspondence for LR Director review.
• Interacting with managers and employees/employee organizations in both informal problem resolution forums and formal labor management meetings.
• Reviewing appropriateness of unsatisfactory performance evaluations and answering questions/provide advice to managers, supervisors, union representatives, and employees about the general evaluation process, as well as individual evaluations.
• Preparing various reports using HCM, NYSTEP, and LATS to monitor time and attendance issues, proper implementation of disciplinary penalties, etc.
• Assisting in the reviewing, evaluating, implementing, and revising policies and procedures relating to Labor Relations.
• Interacting with Counsel’s Office, Division directors, supervisors, Executives, and employees at all levels, on matters involving Labor Relations and other sensitive issues by exercising frequent oral and written communications and identifying resolutions to various existing or potential Labor Relations issues.
• Collaborates with the Office of Employee Relations Anti-Discrimination Investigation Division on complaints of protected class employment discrimination;
• Assisting with the coordination of Employee Health Service referrals, including researching issues involved, and preparing supporting referral data.
• Managing the appeals process for Section 72.5 appeals, including arrangement of hearing officer, all communications, and may lead or assist in the administrative hearing presentation.
• Assisting with the processing of Out-of-Title work grievances.
• Presenting, assisting, and participating in the delivery of Labor Relations training courses pertaining to employee relations, collective bargaining, contract administration, employee discipline, counseling, or supervisory guidance.
• Conduct TAC related duties, as assigned.
• Assisting in the administration of the overall agency Labor Relations program.
• Up to 10% travel may be required, as needed.
• May supervise lower-level staff.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Human Resources Specialist 2 (Labor Relations), SG-23: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.
Provisional appointment: One year of service as a Human Resources Specialist 1 or Human Resources Specialist 1 (LR).
A permanent appointment may also be possible, pursuant to Section 52.7 of the Civil Service Law, if there are three or fewer interested candidates who meet the following qualifications: Current DCJS employee with one year of permanent competitive or 55b-c service as a Human Resources Specialist 1 (Labor Relations) or Human Resources Specialist 1.
