Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2, G-18 OR in a position at the G-16 level or above deemed administrative under Section 52.6 of the Civil Service Law OR in a title approved for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.
Preferred Qualifications:
• Strong object oriented programming skills.
• Hands-on programming experience in server-side web applications in a multi-tier environment.
• Experience with server-side component design, detailed technical design, development, testing, implementation and maintenance.
• Experience writing queries, stored procedures, and functions.
• Experience with web services used to exchange information with other software applications.
• Experience with managing the release of code, version management.
• Excellent communication skills and the ability to communicate with technical staff.
Duties Description The Information Technology Specialist 2 Programming will be assigned to the Environment and Energy Cluster and will support the development of business solutions. Duties include, but are not limited to, the following:
• Perform application program development tasks, application program maintenance tasks, create documentation, and implement new applications and program modifications.
• Perform unit testing, trouble shooting, debugging, system testing and integration testing of new applications and program modifications.
• Ensure that all software and/or activities are consistent with applicable laws, policies and established standards, including security standards.
• Verify coding and test results
• Participate in meetings and work with management, users, consultants and ITS staff to discuss IT solution options and assist in making recommendations as to platform and technologies required to meet agency objectives, including assessing the feasibility of proposed solutions or ideas
