Duties Description The Office of the Attorney General (OAG) is seeking an Information Technology Specialist 4, SG25, to perform as the SharePoint Team Lead. This hands-on technical leadership role will be responsible for the architecture, administration, security, and ongoing development of the Department's SharePoint Online environment within Microsoft GCC (G5). This role sits within the newly formed Enterprise Content & Records Management (ECRM) team, reporting to the ECM Manager and working in close partnership with Records Analysts, IT Security, and business stakeholders across legal divisions.
The Team Lead will translate the ECM Manager's program-level strategy into concrete platform architecture, governance configuration, and technical delivery — while directly supervising SharePoint administrators/developers and serving as the technical authority on all things SharePoint, Power Platform integration, and related Microsoft 365 compliance tooling. This is both a builder role and a first-line people-leadership role. Duties include but are not limited to:
Platform Architecture & Administration
• Design and maintain the SharePoint Online GCC (G5) information architecture: site topology, hub site structure, site templates, navigation, and content types aligned to the Department's functional/legal divisions.
• Own the taxonomy and managed metadata strategy (term stores, content types, site columns) to support consistent classification, search, and records disposition across the tenant.
• Design and administer the permissions model (SharePoint groups, Entra ID groups, site/library-level permissions) following least-privilege principles appropriate for confidential legal case data.
• Establish and enforce site provisioning standards, including governance for site creation, naming conventions, lifecycle management, and decommissioning of stale sites.
• Serve as the tenant-level SharePoint Online administrator, including SharePoint Admin Center configuration, storage management, and service health monitoring.
Governance & Records Compliance
• Implement and maintain Microsoft Purview retention labels, retention policies, and records declaration workflows in alignment with the state's public records law and the Department's records retention schedules.
• Support litigation hold and legal hold processes in partnership with legal counsel, records analysts, and e-discovery teams, ensuring defensible preservation of content.
• Partner with the ECM Manager and Records Analysts to translate records retention schedules into technical configuration (labels, policies, disposition review workflows).
• Maintain audit-readiness: documentation of configuration decisions, access reviews, and compliance reporting for internal and external audits.
Integration & Development Oversight
• Oversee and/or perform development using PnP PowerShell, SharePoint Framework (SPFx), Power Automate, Power Apps, and Microsoft Graph API to extend SharePoint capabilities and integrate with other systems.
• Lead integration efforts between SharePoint Online and internal case management systems, document generation tools, and external cloud services (e.g., court e-filing systems, state enterprise systems), using secure API-based patterns.
• Evaluate and pilot new SharePoint/M365 capabilities for fit within the ECM roadmap.
Security & Compliance Architecture
• Partner with Information Security to implement Conditional Access, sensitivity labels, Data Loss Prevention (DLP) policies, and Insider Risk Management controls relevant to SharePoint and OneDrive.
• Ensure configurations remain within applicable GCC compliance boundaries (e.g., CJIS, FedRAMP Moderate/High as applicable) and support the Department's overall security architecture.
• Monitor and remediate oversharing risks (external sharing settings, anonymous links, broad group permissions) using Purview and SharePoint
Advanced Management tooling.
• Support incident response activities involving SharePoint content (e.g., access investigations, unauthorized sharing remediation).
AI Enablement & Governance
• Assess and prepare the SharePoint environment for responsible AI adoption, including Microsoft 365 Copilot, SharePoint Agents, and AI-powered search — with particular attention to data readiness and permission hygiene as a prerequisite for safe AI grounding.
• Partner with the ECM Manager and Security/Privacy stakeholders to define AI use guardrails (e.g., sensitivity label enforcement, restricted SharePoint Search, blocking oversharing before enabling AI features).
• Pilot and evaluate AI-assisted content classification, metadata tagging, and records identification capabilities as they mature within the Microsoft 365 GCC roadmap.
Team Leadership
• Directly supervise SharePoint administrators/developers: hiring support, onboarding, performance management, mentoring, and career development.
• Plan and manage sprint/project work using a lightweight agile or Kanban approach; prioritize backlog items in coordination with the ECM Manager.
• Coordinate with vendors/Microsoft partners (e.g., FastTrack, licensing partners, implementation contractors) as needed for specialized projects.
• Act as the primary technical point of contact for stakeholders across legal divisions on SharePoint-related needs and escalations.
Change Management & Training
• Develop end-user documentation, training materials, and office hours/support processes to drive adoption of new site structures, retention behavior, and AI tools.
• Lead technical aspects of migration from legacy file shares and legacy ECM systems into SharePoint Online, including content mapping, metadata remediation, and cutover planning.
• Communicate changes proactively to reduce disruption to legal staff workflows during rollouts.
• Other duties as assigned.
Minimum Qualifications Reachable on the Civil Service lists for the ITS 4 title OR one year of permanent competitive service as an Information Technology Specialist 4 OR in a position at SG-23 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law.
PREFERRED QUALIFICATIONS:
• Microsoft certification(s) such as MS-102 (Microsoft 365 Administrator), SC-401 or SC-400 (Information Protection/Administration
• Experience with SharePoint/legacy ECM migration projects (e.g., migrating from file shares, iManage, OpenText, or similar legacy platforms).
• Bachelor's degree in Information Technology, Computer Science, Information Science, or related field; equivalent combination of education and experience will be considered.
• 5+ years of experience administering and architecting SharePoint Online, including at least 2 years in a lead, senior, or supervisory technical capacity.
• Demonstrated experience working within Microsoft 365 GCC or GCC High environments, or other government/regulated cloud environments (e.g., FedRAMP-authorized platforms).
• Experience supporting records management, e-discovery, or regulatory compliance programs, ideally within a legal, government, or highly regulated industry.
• Strong hands-on expertise in SharePoint Online administration (SharePoint Admin Center, PowerShell/PnP PowerShell, SharePoint Advanced Management).
• Working proficiency with Microsoft Graph API and at least one modern development framework (SPFx, Power Platform custom connectors, or equivalent).
• Practical knowledge of Microsoft Purview (retention labels/policies, sensitivity labels, DLP) and Entra ID (conditional access, groups, permissions models).
• Understanding of information architecture principles: metadata schema design, taxonomy/term store management, content types.
• Familiarity with API-based integration patterns (REST, OAuth 2.0) for connecting SharePoint to internal and external systems.
• Ability to translate legal, records, and compliance requirements into concrete technical architecture and configuration decisions.
• Strong stakeholder communication skills; comfortable presenting to both technical staff and non-technical legal/executive audiences.
