Minimum Qualifications This is a transfer opportunity for a current State employee with permanent competitive service as an Associate Budgeting Analyst.
OR
52.6 Transfer:
One year of permanent competitive service in a position at the SG-21 level or above designated administrative pursuant to Section 52.6 of the Civil Service Law.
70.1 Transfer:
One year of permanent competitive service as an Associate Accountant, Community Finance Specialist or Contract Management Specialist 2.
Duties Description The incumbent will be responsible for budgeting practices related to the Disaster Recovery Programs as follows:
• Working knowledge of laws, rules, and regulations related to budgeting including federal, state and local laws.
• Evaluates spending traits and implements expenditure controls for efficiency and effectiveness.
• Preparation, implementation monitoring and adjustment of various program spending plans based on budgeted and actual expenditure data. Incumbent is also in part responsible for review and development of the annual agency Budget Request.
• Preparing analysis and reports on spending plans, cash disbursements and staffing fill levels for use by Finance staff, program directors and senior management.
• Determines need for local assistance, personal service and non-personal service funding.
• Reviews financial information and makes recommendations regarding cash management and the budget certificate process. Prepares budget certificate requests in SFS.
• Develops analysis and interacts directly with management and the Division of the Budget and other agencies regarding budget policies, reports and other financial issues as required.
• Contributes to the establishment of budget and finance policies and procedures for the Disaster Recovery Finance office, and may also be required to serve as an administrative liaison.
• Prepares and reviews state and federal spending plans.
• Set-up and maintenance of accounting data and chart of accounts related to specific disasters.
• Reviewing and approving some agency purchasing and travel transactions for appropriateness to ensure expenditures tie to a specific disaster.
• Prepares and maintains high level summary reports on Recovery grants.
• Supports emergency operations during times of emergency and disasters from the state Emergency Operations Center, State field offices and/or county/local deployments.
