Duties Description This incumbent will lead multiple teams of financial analysts within Bureau of Mental Hygiene Rate Setting within OHIP’s Division of Finance and Rate Setting (DFRS) in the management of rate setting activities for a variety of mental health and addiction services, as well as 1915c waiver services for special populations. The incumbent will also be responsible for overseeing the Department’s participation in the Consolidated Fiscal Reporting System.
The incumbent will manage several state forces and consultant staff in the development of Medicaid rate methodologies, State Plan and 1915c waiver amendments, and the development of policies and regulations to support these programs. In addition, the incumbent will lead staff responsible for the collection and analysis of cost report data and work closely with providers to ensure the accuracy and reliability of reporting measures.
Further, the incumbent will be responsible for developing and training new and existing staff in advanced analytical methods, data collection and analysis, and the review and analysis of the wide range of federal and state policies and requirements relevant to the program areas listed above.
This position also requires extensive collaboration with various stakeholders including fiscal, legal, and program staff within the Department and other State Agencies, consultants, state auditors, advocates, and service providers.
Oversight duties include leading a team to:
• Calculate and load the Medicaid FFS rates in the eMedNY system;
• Track, analyze, and project rates on a quarterly and annual basis;
• Develop, organize, and improve policy and procedures for rate setting in assigned areas;
• Prepare State Plan Amendments (SPAs) and state regulations;
• Organize rate and utilization data, reports, and policies for executive staff review and record keeping;
• Maintain rate information on the Department’s public websites; and
• Research, review, and interpret relevant state and federal statutory requirements.
Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Principal Health Care Management Systems Analyst, SG-27, OR; Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to SG-25 or higher, and eligible to transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications: Strong critical thinking skills, exceptional analytical skills using Microsoft Excel, and an ability to solve problems independently. Professional work experience should include familiarity with the State's Medicaid data systems including eMedNY and the Medicaid Data Warehouse.
The candidate must have knowledge of the NYS Medicaid program, experience interacting with other State Agencies including the Office of Mental Health, Office of Addiction Services and Supports, the Division of the Budget and the Centers for Medicare & Medicaid Services.
The successful candidate will also have experience managing one or more analysts in health care financial analysis and/or rate setting activities and have demonstrated success developing and training new staff.
