Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming)
OR
Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 21 or higher. In addition, candidates eligible to transfer must have a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND one year of experience in the following computer related areas: computer programming, business/systems analysis, program design or program testing OR a bachelor’s or higher level degree in any field AND two years of experience in computer related areas as described above OR a minimum of 60 college semester credit hours with 15 semester credit hours in computer science AND 3 years of experience in computer related areas as described above OR four years of experience in computer related areas as described above.
Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 3 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will work as a member of the application development group and be responsible for the analysis and development of new Information Technology (IT) solutions to support the business needs of NYSED. Duties of this position will include, but not be limited to, the following:
• Provide general programming support and oversight to a variety of IT systems, including, but not limited to, GED/TASC, ARRA, and NYSED Monitoring;
• Develop, test and maintain enterprise web applications using Java J2EE;
• Collaborate with program office staff to understand their business requirements;
• Revise systems as to accommodate changes to laws, regulations, policies, as well as NYSED’s technology infrastructure;
• Review business practices and make recommendations for system enhancements that result in improved quality and efficiency;
• Ensure that the systems developed meet security standards and conform to security best practices;
• Supervise and mentor IT staff;
• Develop and execute comprehensive system test plans and make corrective actions, as needed;
• Assure systems and procedures are appropriately documented, meet Department standards, and follow generally accepted IT practices; and
• Exhibit knowledge and practical experience using JAVA, JSP/Servlets, CSS and Spring frameworks, jQuery, AJAX, Oracle databases, PL/SQL, SQL, UNIX/Perl scripting, and LDAP and associated protocols.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
*Leads to a maximum salary of $85,635 based on annual performance advances.
