Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, Candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 1. OR Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level grade SG-18 position.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2 OR Education Program Assistant 1.
70.4 Transfer
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to grade SG-11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Traineeship Transition (PATT) eligible list or Public Management Intern (PMI) eligible list.
The traineeship would include SG-13 Education Credentials Specialist Trainee 1, SG-14 Education Credentials Specialist Trainee 2 and after successful completion of the two year traineeship advancement to SG-18 level. 55b/c eligible candidates must have a bachelor’s degree.
The salary listed above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Credentials Trainee 1 starts at $39,713, and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced Education Credentials Specialist 1 upon successful completion of a two year traineeship.

Duties Description The State Education Department’s (NYSED) Office of the Professions (OP) is seeking applicants for the position of Education Credentials Specialist 1 in the Office of Comparative Education. This Office assists the Board of Regents and the Department in the educational review of licensure applicants in the 50+ professions governed under Title 8 of Education Law. Under the general direction of an Education Credentials Specialist 2, the duties of this position will include, but not be limited to the following:
• Evaluate pre-professional and professional education and training, exercise independent judgment and make a final determination in less complex cases;
• Scrutinize credentials received in support of applicants, make judgments regarding authenticity and direct receipt; keep supervisor informed of any documents which do not appear legitimate;
• Analyze and review professional licensing procedures, licensure application materials, and proposed regulations and legislation as they relate to the Bureau’s function;
• Work with the Education Credentials Specialist 2’s in considering the substitution of alternative documentation in lieu of normally acceptable evidence;
• Research and report on Comparative Education matters, maintain professional relationships with other comparative educational systems and organizations; and
• Advise other state, national and non-governmental agencies and individuals concerning established policies, practices and procedures of the Bureau.
Additional Comments CONDITIONS OF EMPLOYMENT: This is a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $66,494 through annual performance advances.
