To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Associate in Bilingual Education, Associate in Continuing Education, Associate in Early Childhood Education, Associate in Education Improvement Services, Associate in Educational Planning and Evaluation or Associate in Instructional Services.

Duties Description The New York State Education Department’s Office of P12 Education is seeking candidates for a Supervisor of Education Programs position in the Office of Accountability (OA) - Title I/IIA/VI Team. This Office oversees the accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The Office is responsible for implementing New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations pertaining to school and district accountability. The duties of this position include, but are not limited to, the following:

• Provide technical assistance to Local Education Agencies (LEAs) on the implementation of ESEA program policies, school level accountability, and school improvement;
• Coordinate the annual update to the Consolidated Application and arrange for technical assistance and distribution to the field;
• Work in collaboration with staff of the Grants Management Unit to ensure an efficient system for processing Consolidate Applications;
• Supervise staff responsible for the review of and tracking of Consolidated Applications, School Improvement Grants, District Comprehensive Improvement Plans and School Comprehensive Education Plans and the completion of on-site monitoring reports;
• Collaborate and coordinate with staff of the Office of Accountability and other SED program offices to develop seamless strategies for implementing selected initiatives;
• Participate in Title I and IIA on-site monitoring;
• Supervise staff responsible for the Migrant Education and Title VI programs, and other staff as assigned;
• Review regularly team protocols and procedures and make recommendations for improvement; and
• Undertake special assignments as directed.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to maximum salary of $107,946 based on annual performance advances.
