Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list OR eligible to transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidate may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position
52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year permanent competitive service in a 52.6 title allocated to salary grade 16 or above.
70.1 Transfer:
Employees with one year of permanent competitive service in one of the following titles:
Administrative Aide, Agency Program Aide, Education Program Assistant 1, Education
Program Assistant 2 are eligible to transfer to a Contract Management Specialist Trainee 1.
Employees with one year of permanent competitive service in one of the following titles:
Associate Auditor State Expenditure, Housing Specialist 1, Management Specialist 1 SL
and Senior Accountant are eligible to transfer to a Contract Management Specialist 1
70.4 Transfer:
Employees with one year permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the PCO exam
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.
Duties Description • Review and approve/disapprove procurements and other related financial documents.
• Read documents, identify areas of concern, communicate concerns and recommendations to state agency staff. Recommend audited contracts for OSC approval or disapproval.
• Provide guidance, technical assistance and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met.
• Contact agency staff to review contract preparation and award requirements.
• Develop and assist with the development of audit guidelines and standards for contracts and other related financial documents.
• Review new legislation, integrate with existing guidelines and standards for audits.
