Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Secretary 1, Grade 11 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law. Section 70.1 allows a permanent, competitive class employee, who has at least one year of permanent service in an appropriate title to transfer to a Secretary 1. Candidates who are not transferring from a keyboarding title must possess adequate keyboarding skills (i.e., the ability to type 35 words per minute corrected) as demonstrated by passing the Keyboard Specialist performance test. Duties Description The Office of Mental Health (OMH) is recruiting to fill a Secretary 1, Grade 11, position in the Office of Financial Management, Community Budget Financial Management (CBFM) Group. This position provides secretarial support for the Director of Contracts & Claims, and staff assigned to contract and payment functions interacting with providers operating programs funded by OMH's $1.3 billion Aid to Localities budget. This secretarial position is essential for administering funding for community-based mental health services and preserving Federal Medicaid revenues, all of which are critical activities to perform OMH's core mission and protect the health and safety of New Yorkers.
Duties of the position include, but are not limited to, the following:
- Serves as the primary coordinator for a wide range of administrative functions for Contracts & Claims including: processing mail and correspondence; maintaining logs and tracking of transactions/assignments to ensure compliance with OMH internal controls; updating the Contracts & Claims web pages to ensure contract information and related contract documents to be referenced and downloaded by providers are accurate; transmitting instructions and assignments to staff, updating Spending Plan Guidelines annually and as needed; coordinating and arranging meetings/travel/events, compiling meeting agendas and materials, and functioning as a liaison for various CBFM activities.
- Serves as a primary external contact for Contracts & Claims including: handling incoming telephone calls and visitors, responding to questions and/or directing inquiries to appropriate staff; responding to various requests for information, preparing external correspondence and reviewing for appropriateness and accuracy, reviewing assignments for clarity and conformance to instructions and tracking deadlines to ensure timely responses.
- Serves as the primary administrative staff responsible for: ordering office supplies and monitoring supply levels; resolving day-to-day operational problems; mailings and providing assistance and back-up to other staff as needed.
