Minimum Qualifications Candidate must be reachable on the Civil Service eligible list or be eligible for a 70.1 transfer. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service in a Grade 12 or higher level title. The title cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. Some titles eligible for a 70.1 transfer are: Agency Program Aide, Administrative Aide and Payroll Examiner 1.
Duties Description The Office of Human Resources represents the Office for People With Developmental Disabilities (OPWDD) on all matters related to human resource management. Staff work closely with senior managers and leadership within OPWDD and with the Department of Civil Service, Governor’s Office of Employee Relations and the Division of Budget. Matters include, but are not limited to, confidential and highly-sensitive topics related to the recruitment and deployment of staff, reductions-in-force, examination planning, employee benefits, as well as the development statewide policy and procedures.
The principal responsibilities of this position will be to process payroll in both NYSTEP and PayServ. A knowledge of these systems is preferred, but not mandatory. The incumbent of this position will work closely with agency payroll staff and serve as liaison with the Office of the State Comptroller and Civil Service to resolve payroll/personnel issues. Other duties will include, but are not limited to the following:
• Maintain a tickler file system for future payroll transactions.
• Verify salary register against payroll transactions.
• Update employee and position records to reflect payroll changes.
• Prepare reports based on payroll data.
• Assure all overtime payments are made correctly.
PREFERRED SKILLS:
• Knowledge of both NYSTEP and PayServ systems.
• Strong oral and written communications skills.
• Manage multiple time-critical tasks in a fast paced environment.
