Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2 OR be reachable on the Civil Service eligible list for this title OR be a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 1 AND a bachelor’s degree including 18 semester credit hours in Education.
If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered.
For provisional appointment, candidates must have one year of competitive or 55 b/c service as an Education Program Assistant 1.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates to fill an Education Program Assistant 2 position in the Office of Charter Schools (CSO). This Office is responsible for creating and sustaining excellent educational options for New York State families on behalf of the Board of Regents. The CSO recommends approval of new Board of Regents-authorized charter schools, provides performance oversight of all charter schools, administers approximately $116 Million in federal Charter Schools Program grant funding and the dissemination of innovative school designs and effective practices. Duties of this position include, but are not limited to, the following:
• Assist in preparing and writing programs, planning projects and reports;
• Gather data and make preliminary recommendations;
• Coordinate and participate in meetings, conferences, and seminars;
• Provide technical assistance to schools and other agencies as appropriate;
• Develop and design project proposals, administrative guidelines and systems, forms and procedures;
• Prepare and issue certified corporate and legal documents for Charter Schools in New York State;
• Oversee the fingerprinting and background check process required by statute for Charter Schools;
• Liaise with other offices and agencies including the Office of the State Comptroller and New York State Department of Criminal Justice Services;
• Track, monitor and assist in the responses to Freedom of Information Law requests and ensure that statutory deadlines are maintained;
• Manage the charter school intercept process;
• Supervise administrative staff;
• Maintain electronic data records as needed; and
• Complete other assignments as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.
* Leads to a maximum salary of $66,494 based on annual performance advances.
