Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; and Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service as a Supervising Computer Operator, G-18.

Required Skills & Experience:

• Good communication skills, both written and verbal;
• Knowledge of hardware and software and their working relationships within a computer installation;

• Knowledge of database programming specifically SQL;
• Knowledge of programming and programming standards;

Duties Description The incumbent will work on the Master Data Management Team as part of the Statewide Financial System’s (SFS) Technology Operations Group.

Duties will include, but are not limited to:

• Design and maintains configuration values;
• Coordinate and participate in the review of configuration values being proposed;
• Help to ensure that the configuration documentation is well maintained and in line with the values entered into the systems;
• Assist in the efforts to define and maintain procedures outlining the documentation and entry of configuration values;
• Promote the appropriate use of such documentation by staff;
• Deploy configuration values across the many environments supporting the Program;
• Coordinate the direct entry of configuration values into the SFS environments;
• Design, build and execute database scripts to deploy configuration values as an ongoing maintenance effort;
• Assist in the training of SFS Program staff in the use of configuration documentation and the entry of configuration values into the systems;
• Identify and resolve malfunctions and complex problems related to the configurations;
• Assist other SFS Program members in determining the causes of and solutions to problems related to the configuration of the systems;
• Maintain appropriate documentation of issues and resolutions for future reference;
• Assist in the classification and handling of SFS data;
• Participate in the classification of data elements and data entities;
• Identify sensitive and confidential data;
• Participate in the implementation of processes to appropriately handle SFS data;
• Assist in the establishment of appropriate access approval processes;
• Monitor the operation, versioning and access to configurations and sensitive data;
• Support and maintain a "Gold" environment of configuration values for various applications;
• Assist in the establishment and support of a configuration data dictionary;
• Support a Configuration Management System to maintain and control versioning of work products and document the configuration of the SFS environments;
• Assist in the support of other Master Data Management activities and;
• Perform other tasks as necessary for the success of the SFS Program.
