Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Supervising Accountant OR
Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 23 or higher - plus 24 credit hours in Accounting/Auditing.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Associate Accountant State Accounts and Systems, Associate Auditor, or Associate Medical Facility Auditor.
Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants to fill a Supervising Accountant position. RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs for preschool and school age students with disabilities in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will lead the review capital projects submitted to NYSED on behalf of RSU and oversee the processing of Dormitory Authority Part I Tuition rates including, but not limited to, the calculation of tuition rates for projects financed through DASNY bonds; the collection, processing, and depositing of payments received by school districts, counties and other entities; the verification of amounts billed, amounts received, outstanding invoices to ensure there are sufficient funds available to make the required bond payments; coordinating the appropriate deduction and transfer of funds when required. Other duties of this position will include, but are not limited to, the following:
• Generate and design various reports for data analysis and dissemination to inform RSU operations;
• Interpret and analyze data for the purpose of evaluating and recommending policies impacting the Unit;
• Direct and coordinate the review of audits, as directed;
• Maintain liaison relationships with various offices within the Department, as well as with other state agencies including representing the RSU on the Department’s Approved Special Education Providers Capital Application Review Committee to review, analyze, return for comment, recommend amendments, and ultimately approve or reject capital construction/renovation project applications;
• Represent the Department on Inter-Agency workgroups and other taskforces as necessary;
• Act as the liaison with design professionals, architects, engineers, construction management personnel, consultants, school executives, representative from DASNY, state agencies, and the Division of Budget to facilitate the Department’s review of the proposed capital construction/renovation project, to provide technical assistance when requested, and to maintain communication over the course of the project;
• Design and develop office policies and coordinate office procedures and computer systems in order to maintain effective and efficient RSU operations;
• Provide technical assistance to staff, providers, advocacy groups, and government officials;
• Attend internal and external meetings to represent RSU and to provide relevant and accurate information and guidance; and
• Supervise a staff of Senior and Associate Accountants;
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
*Salary leads to $94,834 based on annual performance advances.
