Minimum Qualifications Candidate must be reachable on the current Civil Service eligible list for this title OR be a current New York State employee eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law, with one year of permanent competitive service in the qualifying title.
Preferred Qualifications:
A knowledge of Consolidated Fiscal Reports (CFR) and the CFR Manual;
An understanding of generally-accepted accounting principles;
An understanding of current rate reimbursement structures and organizational direction, as it relates to changes affecting the CFR;
Proficiency in Excel, Access and Word.
Duties Description POSITION DESCRIPTION:
The position of an Associate Budgeting Analyst is currently required within the Self-Determination and Consolidated Fiscal Reports (CFR) Unit. This unit is responsible for the review and monitoring of budgets for individuals who have requested self-determination funding. Additionally, the unit oversees the development, collection and desk audit review of CFR documents and disseminates information reported on the CFR.
PRIMARY DUTIES AND RESPONSIBILITIES:
As an Associate Budgeting Analyst the responsibilities of the incumbent may include, but are not limited to the following:
• Review Consolidated Fiscal Reports (CFRs) submitted by voluntary service providers in order to determine the effectiveness and viability of the providers’ reported programs;
• Compile and analyze CFR information for use in budget justifications;
• Assist the CFR Interagency Training Subcommittee with CFR training preparation as well as participate as a presenter in bi-annual CFR training of voluntary service providers;
• Gather cost report and other financial data in response to requests in conjunction with audits of voluntary service providers;
• Assist with the establishment and maintenance of semi-annual penalty calculations based on current OPWDD regulations and/or federal policies and rules;
• Supervise and train subordinate staff.
