Minimum Qualifications Candidates must have one year of permanent competitive or non-competitive 55-b/55-c service as a Resources & Reimbursement Program Development Specialist 1, OR be in a title SG-16 or above eligible for transfer under Section 70.1 of the Civil Service Law, OR be reachable on the Civil Service eligible lists (PATT or PCO). Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible list or Bachelor’s degree and are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.
Salary range above applies to candidates appointed to Resources & Reimbursement Program Development Specialist 1, SG-18. Candidates hired into the traineeship will be advanced to the Resources & Reimbursement Program Development Specialist 1 title upon the successful completion of the two-year traineeship.
Candidates eligible for consideration under the Governor’s Program to Hire Persons/Veterans with Disabilities, pursuant to Section 55-b/c of the Civil Service Law, will also be considered. Individuals certified eligible for the 55-b/55-c program must possess a bachelor’s degree to meet the education qualifications for the traineeship. Preferred Qualifications:
A working knowledge of generally accepted accounting principles with an ability to research changes;
An understanding of financial audit procedures;
Familiarity with Consolidated Fiscal Reports (CFR) and the CFR Manual;
Knowledge of structure of financial statements and the capacity to conduct analytical reviews;
An understanding of OPWDD rate structures.
Duties Description POSITION DESCRIPTION:
The Resources & Reimbursement Program Development Specialist 1 (RRPDS) is required to play an essential role within the Fiscal Data Analysis and EO 38 Unit, by conducting fiscal reviews and research. The unit is responsible for the review and monitoring of the financial soundness and stability of the not-for-profit voluntary providers that are authorized by the Office for People With Developmental Disabilities (OPWDD) to deliver services.
PRIMARY DUTIES AND RESPONSIBILITIES:
As a Resource & Reimbursement Program Development Specialist 1 the responsibilities of the incumbent may include, but are not limited to the following:
• Examine financial statements and audit disclosures;
• Conduct research by assessing other informational sources, and interpret data;
• Interpret findings and share information with unit, Director of Fiscal Reporting and Data Analysis, OPWDD administration, and appropriate OPWDD staff;
• Interact with Consolidated Fiscal Reporting Unit to maintain understanding of Consolidated Fiscal Report, and be acquainted with how programs and reimbursements for those programs are structured;
• Conduct research on accounting-specific topics for unit presentations;
• Assist management with issues and assignments as needed.
