Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Administrative Assistant OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law OR in a title approved for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Also open to NYS employees in a title designated appropriate for Section 70.1 transfer to the title of Administrative Trainee 1 or Administrative Assistant Trainee 2.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher who have standing on the PCO or PMI eligible list or those who successfully completed the recent holding of the PATT and who have a bachelor’s degree may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55b/c program must possess a bachelor's degree to meet the education qualifications. Salary range above applies to candidates appointed to Administrative Assistant, G-18. The hiring rate for candidates appointed to Administrative Assistant Trainee starts at $38,941 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Administrative Assistant upon the successful completion of a two-year traineeship.
Duties Description Reporting directly to the Office of Information Technology Services (ITS) Human Resources (HR), the Administrative Assistant will function as the Human Resources Liaison (HRL) for the Revenue and Transportation Cluster (RT). The incumbent will become familiar with basic HR functions, forms and processes and will work in support of cluster recruitment activity.
Duties will include, but are not limited to, the following:
• Track cluster staffing roster and assist with quarterly staffing plans.
• Draft duties descriptions and desired skill sets for titles not covered under the generic IT postings, and propose revisions to previous postings to fit current needs. Use shared database to review posting responses and work with management on recruitment of various titles.
• Receive qualified posting and canvass results from ITS HR and distribute to the appropriate program areas.
• Coordinate interviews with the hiring manager.
• Ensure that all forms needed to complete the appointment process for selected candidates are completed or collected at the time of interview, checked for accuracy and submitted to the Personnel Administrator team assigned to their cluster.
• Ensure that non-select letters are sent to interviewed candidates who were not selected, as well as, candidates with scores above the appointee.
• Collect and prepare materials needed for the classification of positions, making sure documents are accurate and complete with appropriate approvals and provide information to the assigned PA team.
• Communicate between HR and cluster for any additional information or clarification or needs that may arise.
• Responsible for replacing and issuing new employee badges.
• Responsible for keeping organizational charts updated, with accurate item/title information.
• Review TDS reports prepared by Finance to insure proper use of codes. Report any discrepancy in reports to ITS Finance to assist in validation of agency billing.
• Provide supervision of subordinate staff.
• Track performance evaluations as it relates to applications for Telecommuting and Compressed Work Schedule and obtain all appropriate signatures to process annual applications for RT staff.
• Work with building management to insure residents of Department of Taxation and Finance facility take required training and sign the appropriate attestation documents before obtaining badge and granting security access to them.
• Assist all ITS staff in building (COO/CTO/RT) with a variety of issues and direct them to the correct area for resolution for Payroll, FMLA, Discretionary or other leave, etc.
• Track cluster training request and act as liaison with ITS Training & Development Bureau.
Additional Comments This Office of Information Technology Services position will be assigned to work within the Revenue and Transportation Cluster (RT).
