Minimum Qualifications Candidate must be reachable on the current Civil Service eligible list for this title OR be eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law, with one year of permanent competitive service in the qualifying title. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Preferred Qualifications:
In-depth knowledge of generally-accepted accounting principles, and an understanding of financial audit procedures;
An understanding of current rate reimbursement structures and organizational direction as it relates to reimbursements and Federal mandates;
Familiarity with Consolidated Fiscal Reports (CFR) and the CFR Manual;
Familiarity with the structure of financial statements and the capacity to conduct analytical reviews;
Knowledge of EO 38 regulations, guidance and processes for disclosures and waivers;

Duties Description POSITION DESCRIPTION:

A Principal Health Care Fiscal Analyst is required within the Fiscal Data Analysis and EO 38 Unit. The unit is responsible for the review and monitoring of the financial soundness and stability of the not-for-profit voluntary providers that are authorized by the Office for People With Developmental Disabilities (OPWDD) to deliver services.


PRIMARY DUTIES AND RESPONSIBILITIES:

As a Principal Health Care Fiscal Analyst the responsibilities of the incumbent may include, but are not limited to the following:

• Oversee and direct the work of the staff in the Fiscal Data Analysis and EO 38 Unit; monitor workloads to ensure even distribution and timely completion of assignments;
• Develop and monitor the fiscal review process used to determine the financial soundness of the not-for-profit voluntary providers;
• Communicate with administrators and department heads, by delivering information and responding to requests;
• Interact with CFR and IT unit heads to stay abreast of changes in CFR reporting, OPWDD programs and rate structures, and to elicit specialized reports as needed;
• Develop, review and maintain documents and records, and oversee mechanism used to track reviews; form and refine review process;
• Research and interpret regulations and/or policies and procedures relating to EO 38;
• Understand and assist with EO 38 disclosure and waiver processes, as well as other issues and assignments needing assistance per management;
• Supervise and train subordinate staff.
