Minimum Qualifications Provisional Pending Examination:

Bachelor’s degree and six years of experience in one of more of the following areas: administration of federally funded grant programs; preparing and processing applications for disaster mitigation/recovery projects; processing requests for grant project payments and performing financial reviews required for final payment; damage assessment and identification of appropriate assistance funding programs; review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies, including two years of management experience*. Three years must have included supervision of subordinate professional staff.

*Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.

Duties Description • Provides management level oversight for federal disaster assistance grants to support survivors of disasters, repair and replace infrastructure, and implement mitigation measures in future disasters.
• Develops and implements program policy and priorities in support of DHSES Recovery Program goals.
• Understands and is conversant in federal regulations, policy, and guidance related to the various disaster assistance programs to include the Robert G. Stafford act, 44 Code of Federal Regulation (CFR), FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance program, Office of General Service procurement policies, Office of the State Comptroller policies, Division of Budget policies and related information as appropriate.
• Provides direct guidance to DHSES Executives, the Governor’s Office, state agencies, local governments, and not for profit organizations on Recovery program objectives, strategies, rules and regulations.
• Develops new statewide objectives and priorities as needed.
• Functions as primary subject matter expert, consultant and interpreter on all applicable State and federal laws, rules, regulations, policies and protocols. Analyzes legislation and acts as resource for internal staff, program associates and other stakeholders.
• Initiates and participates in discussions and monitors trends on policy and program changes, and implications for states and subgrantees with administrators and program leads in FEMA HQ, FEMA regions and other states.
• Manages permanent, temporary and contractor staff to ensure consistency and quality of program administration and support.
• Establishes and monitors FEMA program deadlines and reporting requirements, and communicates regularly with FEMA, state, local, voluntary, and not-for-profit organizations and staff.
• Interfaces on a regular basis with FEMA HQ and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
• Support the State Emergency Operations Center or field offices during emergency or disaster activations and ongoing events.
• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serves as a lead State Recovery program representative or in other leadership roles during active disasters.
• Develops and provides comprehensive written and verbal special reports and analyses for DHSES and State Leadership.
• Directs and coordinates assessments of damaged areas following emergencies and disasters. Directs the preparation of applications for assistance, correspondence and supplemental information in support of a Governor’s request for FEMA federal assistance.
• Develops and delivers training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
• Supervision of permanent, temporary staff and contractual staff performing all supervisory duties as required.
• Performs other duties as required.
