Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a School Food Programs Specialist 3 OR be a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law OR be reachable on the Civil Service list for this title.
If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered.
For provisional appointment, candidates must be an employee of NYSED and have one year of permanent competitive or 55b/c service as a School Food Programs Specialist 2.
Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Assistant in School Lunch Administration.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates to fill two School Food Program Specialist 3 positions in the Office of Child Nutrition. This Office is responsible for providing technical assistance and performing field inspections of schools, sponsors and residential child care institutions participating in the School Breakfast, School Lunch and Summer Food Service Programs to ensure compliance with federal and State regulations, including the Healthy, Hunger-Free Kids Act of 2010. Duties of these positions include, but are not limited to, the following:
• Coordinate a team of School Food Programs Specialists 2’s in administration of the federal Child Nutrition Programs;
• Develop, monitor and evaluate system processes to ensure effective regulatory compliance;
• Review and approve reports and letters for assigned staff;
• Ensure compliance with federal and State laws and regulations;
• Analyze program reviews, ensure review correspondence is in compliance with regulatory timelines, calculate reclaim amounts and ensure that corrective actions are carried out;
• Provide technical assistance to sponsors and agencies by telephone, e-mail, correspondence or on-site visits;
• Review and prepare draft child nutrition materials to ensure they are clear, concise and comprehensive and provide suggestions for improvement;
• Assist with drafting and preparing summaries for Department’s response and preparation for appeals; and
• Supervise and train staff regarding efforts and processes to ensure the fiscal and nutritional integrity of the programs including the development of forms, written procedures and memos for the website.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent or provisional appointments. Filling of these positions is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.
*Leads to a maximum salary of $85,635 based on annual performance advances.
