Minimum Qualifications Appointment method:
List Appointment: Candidates must be reachable on the Civil Service eligible list for Information Technology Specialist 4 (Database).
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law. Duties Description The Department of Financial Services is seeking candidates to fill the position of Information Technology Specialist 4 (Database) in its Information Technology Office. The incumbent of this position will provide database design, maintenance and administration services on the Oracle database products. They will consult and advise on application development projects. Duties of this position will include, but not be limited to, the following:
• Performing and/or supervising staff performing the following:
o Installing and maintaining Oracle related tools and utilities.
o Monitoring key database and server statistics and adjusting settings to optimize performance and reliability.
o Assisting application staff in developing database schema and complex queries.
o Assisting application staff in tuning query performance.
o Consulting on network, server and related issues that could potentially impact database performance.
o Assisting application staff on Database migration issues.
o Implementing a backup schedule to insure data preservation.
o Troubleshooting problems related to database.
o Performing routine database maintenance.
o Controlling database security.
o Performing database software upgrades.
• Planning and providing support for interfaces between the databases and Department developed applications, commercial enterprise applications and commercial desktop applications.
• Serving as a part of the production control team. Synchronizing necessary database changes with production code changes.
• Actively participating on project teams. Routinely attending project team meetings.
• Participating in projects to upgrade the network, servers, operating systems and other products that impact the databases.
• Creating and maintaining system documentation for database area.
• Performing supervision tasks on junior database staff.
Additional Comments Preferred Qualifications:
• Strong understanding of database structures, theories, principles and practices
• Working technical experience with designing, building, installing, configuring and supporting database servers, including Oracle and MS SQL Server
• Experience with data processing flowcharting techniques
• Project management experience
• Knowledge of applicable data privacy practices and laws
