Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Planning and Evaluation OR candidates must be reachable on the Civil Service eligible list for this title OR candidates must be a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service as a Veterans Education Program Representative 1 or Veterans Education Program Representative 2 AND possess a master’s degree AND three years of professional experience in education (in a pre-kindergarten through grade 12 setting, college setting, or in an education agency) or in public administration. Two of the three years must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning.
Section 70.4 Transfer
A candidate may be eligible for nomination for Section 70.4 transfer to Assistant in Educational Planning and Evaluation if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Educational Planning and Evaluation position in the Office of Teacher/Principal Quality & Professional Development (T/PQ&PD). This Office provides tools and resources for developing and implementing Annual Professional Performance Reviews (APPR) to Local Education Agencies (LEAs). This Office also assists LEAs with implementation of high quality professional development. Under the direction of a Senior Attorney, the incumbent of this position will assist with the review and approval of Annual Professional Performance Review (APPR) plans submitted by school districts and BOCES. Other duties of this position include, but are not limited to, the following:
• Assist with the implementation of Education Law, Rules of the Board of Regents, Department field guidance, and all other relevant guidance materials related to APPR;
• Review and analyze school districts’ and BOCES’ APPR plans to ensure compliance and conformity with applicable law and regulations;
• Correspond both in writing and by phone with interested parties (e.g., school district and BOCES administrators) to facilitate discussion about their APPR plans and implementation efforts;
• Assist with ongoing development of resources and tools to support the Office’s internal processes;
• Assist in the development of guidance and other resources designed to support school districts’ and BOCES’ implementation of APPR;
• Assist in the ongoing collection of school districts’ and BOCES’ APPR data; and
• Perform other duties and special projects as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $81,415 based on annual performance advances.
