Minimum Qualifications Reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.

70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title.

70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.

Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.

Duties Description Manage Payroll Communications for the PayServ Upgrade Project
- Identifying stakeholders who will be impacted by the Upgrade and develop communication vehicles for keeping stakeholders informed of the project’s progress and issues.
- Gather stakeholder input on topics for inclusion in communication vehicles (e.g. newsletter, internet site, etc.).
- Establishing metrics for gauging effectiveness of communication activities.
- Coordinate all Payroll Bulletins for the PayServ 9.2 Upgrade including identifying required knowledge areas, facilitating the creation and review process, and disseminating to the appropriate audience.
- Coordinate Payroll Users Group upgrade appropriate topics to ensure state agency awareness and preparedness is in line with the Project Plan
- Ensure that Payroll Bulletin Boards and On-line reference materials are kept up to date with project progress as well as includes pertinent information regarding system changes that will significantly impact agency business processes.

Maintain payroll training documents, reference materials and plans
- Identify training needs and conduct training assessment activities
- Create and maintain training plans for the PayServ 9.2 Upgrade, including internal training of Payroll staff as well as State Agency external training.
- Identify and develop training using various methods (on-line, classroom, interactive, etc.)
- Prepare training materials, training activity reports, periodic status reports, plans and evaluations as required.

Analyze and reduce knowledge gaps for succession planning and fit gap sessions relating to the Upgrade Project
- Create and analyze online surveys regarding business processes for customized components of PayServ 9.1 to collect quantifyable data to be sumarized and presented to requestors.
- Analyze current section business practices as well as Oracle PeopleSoft 9.2 documentation to create appropriate knowledge sharing materials to enhance productivity and accuracy.
- Identify current business processes that are not functioning at an optimal level.
- Review and analyze requests for materials to ensure that results meet the needs of requestor.
- Work with consultants on development of procedures and processes. This may include taking the lead role in communicating progress in the development of these procedures and processes.
- Create a version control process for the procedure development and updating of procedures. This would include formulating a plan for the approval process of new and revised procedures.
