Minimum Qualifications Candidates must meet the following minimum qualifications:
1. Be reachable on the current New York State Civil Service eligible list (#37-070) for this title.
OR
2. Must be a current New York State employee eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Preferred Qualifications:
• Strong computer skills, including experience with Microsoft Excel, Access and Word.
• Knowledge and experience utilizing the Medicaid Data Warehouse (MDW) and eMedNY Thin Client Application.
Duties Description POSITION DESCRIPTION:
The Office for People With Developmental Disabilities’ Central Operations Unit is seeking an Associate Budgeting Analyst to facilitate the timely loading of reimbursement rates to Medicaid for both state and voluntary operations. The position will also have responsibility for ensuring OPWDD providers enroll in Medicaid, and will provide billing and revenue technical assistance to OPWDD and voluntary agencies.
PRIMARY DUTIES AND RESPONSIBILITIES:
As an Associate Budgeting Analyst, the responsibilities of the incumbent may include, but are not limited to the following:
• Act as the primary liaison between OPWDD and provider agencies, and Department of Health (DOH) Provider Enrollment staff to facilitate the enrollment of providers into the New York State Medicaid Program. This includes initiating the process of obtaining Medicaid Management Information System (MMIS) provider IDs in a timely manner, instructing DOH to load rates as required, and coordinating the ongoing revalidation of OPWDD provider agencies.
• Complete and submit all Medicaid enrollment applications for OPWDD state-provided services under the New York State Medicaid program.
• Assist OPWDD Field Operations staff with tasks related to provider eligibility and questions regarding Medicaid eligibility of individuals served.
• Provide technical assistance to both OPWDD provider agencies and OPWDD staff regarding billing issues, and help develop and conduct trainings on billing requirements related to new service initiatives.
• Collect and analyze OPWDD Medicaid billing data from the Medicaid Data Warehouse, and provide detailed information to various staff with responsibility for monitoring and reporting OPWDD revenue related to service provision.
• Create ad hoc Medicaid billing reports and reference remittance reports when payment issues arise.
