Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities’ Central Operations Unit is seeking an Office Assistant 3 to coordinate and process Local Assistance payments for all Chapter 620 and Other than Chapter 620 funding to 54 upstate counties and New York City. The incumbent will also be responsible for providing technical assistance to resolve questions and issues related to Local Assistance funding.

PRIMARY DUTIES AND RESPONSIBILITIES:

As an Office Assistant 3 (Calculations) the responsibilities of the incumbent may include, but are not limited to the following:

• Process Local Assistance advance and final payments for all Chapter 620, and Other than Chapter 620 funding paid to voluntary providers through their respective county or New York City.
• Review contract, budget, claim information, and applicable state aid approval levels to determine appropriate closeout amounts.
• Provide technical assistance to counties and New York City to resolve questions and issues that arise related to Local Assistance Funding.
• Serve on the Consolidated Fiscal Reporting interagency committee to provide technical expertise on budgeting and financial management, and participate in committee meetings and projects.
• Coordinate and process contracts, payments, and expenditure information applicable to all OPWDD direct sheltered workshop contracts.
• Review contracts and budgets that will be submitted to the Office of the State Comptroller (OSC) and entered into the Statewide Financial System (SFS).
• Prepare contract purchase orders for approval by OSC.
• Review and process quarterly and final payments based on approved consolidated financial report information.
• Act as a liaison between OSC and SFS staff to identify and resolve system issues and concerns.
• Create, submit, and monitor help desk tickets sent to SFS regarding areas of responsibility, summarizing potential issues for SFS review and resolution.
• Supervise subordinate staff involved with Local Assistance payments.
