Minimum Qualifications Candidates must have at least one year of permanent service as Human Resources Specialist 2 Labor Relations, grade 23.
52.6 Transfer Qualifications: This position is designated as administrative under Section 52.6 of the Civil Service law and may be filled by administrative transfer under that section. Source titles from which transfer may be made must be designated administrative and be within two Salary grades or one M grade of the target title.
Duties Description Under the direction of the Associate Director Human Resources 3 Labor Relations, handles the most complex and difficult contract and non contract grievances. Investigates complex disciplinary matters including the preparation of disciplinary charges and representing the Department at arbitration hearings. May provide employee relations training to Department staff. Provides guidance and assistance to managers on the application of the collective bargaining agreements. Establishes effective working relationships with unions to help resolve sensitive or complex issues. Supervises subordinate staff and ensures cases have been well documented and in appropriate format for Associate Director’s review. Works on special projects and assignments as assigned.
