Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 1, Grade 18, vacancy in the Central New York Field Office. The incumbent of the position will work in collaboration with the Office of Mental Health’s Bureau of Managed Care in program development activities as it relates to Medicaid re-design and the transition of behavioral health services into Managed Care. The incumbent will assist in providing technical assistance to mental health programs to ensure programs are operating according to established laws, policies, and regulations.

Specific duties include, but are not limited to, the following:

Assists with the Division of Managed Care, Office of Alcoholism and Substance Abuse (OASAS), Department of Health (DOH), and Department of Financial Services (DFS) and others in the planning, implementation, and investigation of Medicaid Managed Care programs for individuals with behavioral health conditions.
• Participates in Managed Care plan readiness and ongoing licensing and certification reviews.
• Supports and supplements the DOH network adequacy reviews of Medicaid Managed Care network adequacy.
• Monitors and assists in responding to local Managed Care complaints and resolutions.
• Participates in Home and Community-Based Services (HCBS) and other provider credentialing procedures related to Managed Care (in coordination with DOH and the OMH Division of Quality Management).
• Participates in DOH Health Home re-designation surveys.
• As needed, attends monthly State/Plan policy meetings with the Medicaid Managed Care Plans.
• Works with non-Medicaid insurance companies regarding commercial mental health coverage and parity issues.

Serves as local mental health liaison to mental health providers and consumers on issues related to Medicaid Managed Care Plans.
• Attends Managed Care related meetings.
• Participates in State Medicaid Managed Care Plan monitoring visits.
• Engages with consumer advocates and others.
• Responds to Managed Care complaints and inquires.
• Identifies and assists in resolving problems regarding local Managed Care, Health Home Service, and Performing Provider System delivery challenges.
• Collaborates with Regional Planning Consortium (RPC) on policy and program development, key issues, and system transformation.

Reviews local data on service use and service availability.

Monitors Medicaid Managed Care Plan use of cost effective alternative services.
