Minimum Qualifications To qualify for a permanent appointment under Section 52.6, candidate must have one year of permanent competitive service in a title designated as 52.6 eligible. Examples of 52.6 titles are: Agency Training & Development Specialist 1, Senior Budgeting Analyst, Senior Staffing Services Representative or Senior Administrative Analyst, etc.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person centered services, supports and advocacy to approximately 120,000+ individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.
As the representative of The Employee Relations Office (ERO) at the local level, the Human Resources Specialist 1 is responsible for the administration of bargaining unit contract agreements with the public employees unions, (CSEA, PEF, NYSCOPBA and Council 82). ERO represents the OPWDD’s Commissioner in the administration of collective bargaining agreements with more than 20,000 state employees. As the Commissioner’s representative in employee relations matters, ERO oversees the statewide disciplinary processes of OPWDD employees. ERO answers and resolves grievances that are appealed to 2nd step and beyond. ERO provides advice to human resources professionals related to contract administration issues. ERO offers training to human resource professionals and supervisors in Employee Relations issues such as performance evaluation, grievances, counseling and discipline. ERO meets with representatives from the unions to resolve matters of mutual concern (Labor Management Meetings).
Under the supervision of the Human Resources Specialist 3 Labor Relations, the Human Resources Specialist 1 will be responsible for:
• Gather evidence from State Operations, Internal Investigation, Justice Center to make recommendation to place employee on Administrative Leave within 72 hours of incident.
• Case management of all OPWDD employees who are on administrative leave to ensure that the fewest number of employees are on administrative leave for the shortest duration of time.
• Facilitate biweekly discussions case by case to determine the necessity of keeping an employee on administrative leave or returning them to work.
• Maintain database regarding recommendations regarding employees’ status on Administrative Leave.
• Coordinate, schedule and attend interrogations for Justice Center investigations.
• Investigate alleged employee misconduct, unusual incident reports, fact finding issues including gathering witness statements and documents, conducting interrogations, and writing investigative report.
• Track and maintain database on employee tardiness and absenteeism.
• Prepare and present CSEA Time and Attendance cases at Time and Attendance Panel. Facilitate settlement as appropriate.
• Conduct Step 1 hearings for contract and non-contract grievances.
• Receive all employee arrest notifications, gather necessary documentation and submit to Central Office Employee Relations.
• Provide technical advice and assistance to Management regarding interpretation and application of negotiated agreements, Civil Service Law, Department policies and procedures.
