Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Educational Testing OR be a current NYS employee eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.

Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Testing or as an Associate in Instructional Services.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Supervisor of Educational Testing in the Office of Information and Reporting Services. This Office is responsible for the collection and reporting of student and educator data for school districts, public schools, charter schools, and nonpublic schools in New York State. The incumbent of this position will provide supervision, oversight, and coordination of data collection, reporting elements and staff. Other duties of this position include, but are not limited to, the following:

• Ensure the successful implementation of all state and federal data collection and reporting requirements as they relate to school and district accountability, specifically for the Every Student Succeeds Act (ESEA);
• Supervise staff responsible for the implementation of all state and federal data requirements as they relate to school and district accountability, including ensuring the completion of assigned tasks, time and attendance reports, probationary reports and performance evaluations;
• Provide leadership and training to staff in establishing procedures, planning, and carrying out the activities necessary for the collection and reporting of all accountability data requirements;
• Collaborate with key stakeholders, such as internal program offices, student management system vendors, and the Department’s data warehouse vendor, to ensure clear communication, well-defined business rules and comprehensive timelines and project plans;
• Coordinate and oversee the technical process required to process accountability metrics for reporting purposes; and
• Coordinate the public communication and documentation of data in the Student Information Repository Manual, within data governance vehicles, the Regional Information Centers and Big 5 school districts, including providing updates on weekly governance calls.

CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
