Minimum Qualifications Candidates must be current State employees with permanent or contingent-permanent status as a Statistician, SG-14; OR be reachable on the Civil Service Statistician list.
Provisional Qualifications:
For qualified employees of New York State: On or before the date of filing application, candidates must be a qualified employee of New York State and have had three months of permanent competitive, non-competitive, or labor service in a position allocated to G-7 or higher; AND you must possess 24 semester credit hours in statistics, biostatistics, computer science, economics/econometrics, mathematics, operations research, or research methods, 3 of which must be in statistics or biostatistics and 9 more of which must be from among: differential or integral calculus, econometrics, biostatistics, or statistics.

For all other qualified individuals candidates must have:
Either 1. a bachelor’s degree or higher in statistics Or 2. a bachelor’s degree or higher including or supplemented by 24 semester credit hours in statistics, biostatistics, computer science, economics/econometrics, mathematics, operations research, or research methods, 3 of which must be in statistics or biostatistics and 9 more of which must be from among: differential or integral calculus, econometrics, biostatistics, or statistics.
If appointed provisionally, the incumbent will need to pass the next Statistician examination and be reachable in order to receive a permanent appointment.

Duties Description The Statistician will assist higher level professionals within the Policy & Research Bureau in applying statistical concepts to the planning of statistical studies and to support research activities of the Bureau. The major objective of such activity is to provide specific descriptive summaries and data management protocols to assist decision makers in developing policies and guide research within the NYS Workers’ Compensation Board.

Responsibilities/Duties:

Responsibilities and duties for the Statistician (SG14) position include:

Under the direction of the management of the Policy & Research Bureau:

• Assist in the planning of statistical projects and surveys by completing the following tasks:
• Apply statistical theory and methods to determine the appropriate statistical techniques to develop a plan for the collection, organization and analysis of data.
• Prepare relevant documents to implement the statistical plan including instructions, procedures and processes.
• Identify and implement sampling techniques to control the accuracy, completeness and statistical reliability of the survey data.
• Develop and implement survey questionnaire instruments, conduct interviews and manage survey sample respondents.
• Perform and establish data cleansing protocols to ensure for data reliability, validity, consistency, completeness, accuracy, reasonableness, and comparability.
• Perform appropriate statistical computations using spreadsheets and desktop statistical applications.
• Analyze and present statistical data using statistical and data analytic tools in a variety of formats – reports, tables, graphs and charts.
• Assist in interpreting study results, significance and meaning of statistical study findings, prepare conclusions, recommendations and forecasts based on data summaries.
• Be proficient in the use of Excel, Access and other Board data analytic tools utilizing a dashboard environment.
• Assist users in the use of data analytic tools to prepare reports derived from the Board’s data resources.

Supervisory duties:

In conjunction with other activities listed above, the statistician may supervise a staff of statistical clerical support.

• Assign and schedule work, provide instructions and assist subordinate employees to prepare reports, questionnaires, forms, tabulations, graphs, charts, and statistical computations.
• Review work for accuracy and compliance with instructions.
